Nikolai Andreevich Makhutov (born 1937) is a specialist in the field of strength, increasing the life of highly loaded machines and objects of new equipment operated under extreme conditions, corresponding member of the USSR Academy of Sciences (1987), corresponding member of the Russian Academy of Sciences (1991).

Biography
Born September 29, 1937 in the village. Brasovo Brasov district (now - Bryansk region) [1] .
In 1959, he graduated with honors from the Moscow Aviation Technological Institute , majoring in Aviation Engines. From 1964 to the present, he has been working at the Institute of Mechanical Engineering of the Academy of Sciences of the USSR (RAS) [1] .
In 1964, he defended his thesis, topic: "Resistance to repeated plastic deformation and brittle fracture of case steel" [1] .
In 1974 he defended his doctoral dissertation, topic: "Deformation criteria of low-cycle and brittle fracture" [1] .
In 1978 - awarded the academic title of professor [1] .
In 1987 - was elected a corresponding member of the USSR Academy of Sciences [1] .
In 1991, he was elected a corresponding member of the RAS [1] .
Since 1991, he has been the chief editor of the scientific information collection “Safety and Emergency Situations” [1] .
Since 1992 - Deputy Chairman, and since 2008 - Chairman of the Working Group under the President of the Russian Academy of Sciences on risk and safety analysis [1] .
From 2013 to 2016, he was the head of the Commission on Security, Cooperation with Law Enforcement Agencies, Protection of Citizens' Rights, member of the Commission on Ecological Problems and Environmental Protection of the Public Chamber of Moscow of the first composition .
Scientific activity
Leading specialist in the field of strength, resource and safety of machines and structures; developer of laws and criteria for the mechanics of deformation and fracture, regulatory and technical documents for determining the characteristics of stress-strain and ultimate states in normal and emergency situations as applied to nuclear facilities, rocket and space and aviation equipment, petrochemical vessels and pipelines, unique engineering structures and equipment of the North [2] .
The results of his research were used in the design and construction of various technical objects, including: nuclear reactors of types from VVER-210 to VVER-1000, BN-600 and RBMK-1000 for nuclear power plants in Russia and in other countries, steam turbines with a capacity of 250-1200 MW, hydroturbines, thermonuclear installations T-14, T-15, ITER, as well as space-rocket systems "Energy-Buran", "Proton", "Soyuz", "MAKS", aircraft of the types Tu, Su, MiG, main oil, gas, product pipelines, objects of the defense complex [2] .
As a member and chairman of State commissions and subcommissions, he took part in the analysis of major accidents and disasters, including technological press equipment with an ultimate force of 20 thousand tons, the largest turbine generator with a capacity of 1200 MW, an atomic turbine with a capacity of 220 MW, and trunk pipelines under Ufa and Arzamas, at the mine fans of the Bratsk aluminum plant, at the transport overpass of the Volgograd hydroelectric station, at nuclear steam generating plants, at VVER-1000 reactor steam generators, at Cherno Byel nuclear power plant, on the engines of rocket and space systems, at the hydraulic units of the Sayano-Shushenskaya hydroelectric station, acted as an expert and executor of international projects (USA, Norway, Japan) on the problems of protection against accidents and disasters [2] .
The author of more than 700 scientific papers, among them about 30 monographs, reference books, lecture courses, encyclopedias [2] .
His work, as well as his colleagues and students, were summarized in many monographs, including: two-volume books “Structural Strength, Resource and Technogenic Safety”, “Deformation Failure Criteria and Strength Calculation of Structural Elements”, “Resource for Safe Operation of Vessels and Pipelines” , a series of six books, “Research on the stresses and strengths of nuclear reactors,” a series of seven books, “Strength under low-cycle destruction,” a four-volume encyclopedia, and the encyclopedic dictionary “Civil Protection” [2] .
Scientific supervisor of the multi-volume publication “Security of Russia”, author and editor of the volumes and sections of thirty-four books published in this series [2] .
Under his leadership, defended more than 60 candidate and doctoral dissertations [2] .
Head of a set of projects for the safety and security of critically and strategically important infrastructure facilities under the Federal Target Program “Risk Reduction and Mitigation of Consequences of Natural and Technogenic Emergencies in the Russian Federation” [2] .
From 1992 to 2001 - was one of the organizers and scientific leaders of the State scientific and technical program "Safety of the population and national economic facilities, taking into account the risk of natural and technological disasters", scientific director of the Integrated scientific and technical program "Moscow Security", the development of "Security Concepts Moscow ” [2] .
