History
In 1815, at the end of the Congress of Vienna after the liberation wars, the territory of the Kingdom of Prussia was significantly increased. In 1815/1816, provincial division was introduced to better organize the numerous newly acquired lands in Prussia. Among the ten created were two Rhine provinces - the Grand Duchy of Lower Rhine with its capital in Koblenz and Juelich-Kleve-Berg with its capital in Cologne. The latter was formed not only by the territories that were previously in the possession of Prussia and finally secured by the Congress of Vienna, such as the Duchy of Cleves and parts of the former duchy of Geldern and , but also numerous new territories in the Rhineland : the duchy of Berg and most the Duchy of Julich (though without the city of Julich itself , which turned out to be part of the province of Lower Rhine), the Cologne Elector , the free imperial city of Cologne, and numerous other minor possessions. Thus, the province of Juelich-Kleve-Berg included the territories belonging to the puppet Napoleonic Grand Duchy of Berg during the Napoleonic wars. The inclusion of this territory in the Prussian state was slow and problematic due to the action of Napoleon’s civil and commercial law.
Almost from the very beginning of the formation, both provinces, the Lower Rhine and Juelich-Kleve-Berg, were called “Rhine provinces”. In June 1822, they formally merged into a new Rhineland province .
The only chief president of the province was Friedrich zu Solms-Laubach ( him. Friedrich zu Solms-Laubach ).
Administrative Device
On the territory of the province there were three administrative districts :
- Administrative District of Düsseldorf , center - Düsseldorf
- , center - Kleve
- Cologne Administrative District , Cologne
In 1822, after the unification of the provinces of Juelich-Kleve-Berg and Lower Rhine, the district of Kleve was also abolished and completely transferred to the district of Düsseldorf.
Ober Presidents
The post of chief president was introduced in Prussia, according to the decree of April 30, 1815, on improving the provincial administration in Prussia ( German: Verordnung wegen verbesserter Einrichtung der Provinzial-Behörden ). The province of Julich-Kleve-Berg for its short history had only one chief president .
