Togliatti City Council

The Duma as an organ of city self-government first appeared in the city in 1846, when the city position was adopted, as well as the provision on public administration governing the organization of life in the city ^[1] .

The Stavropol City Council was in charge of the issues of sanitary condition, trade services, health care, education, transport, beautification, management and disposal of city property and many other issues ^[1] .

In February 1917 , the Stavropol local government resigned. A number of committees and zemstvos were formed: a committee of people's power, a committee to promote the Constituent Assembly, a committee for protecting public safety, a zemstvo, etc. In January 1918, the “Council of Peasant Deputies” was established, and in February of that year, the Council of Workers' Deputies . In March of that year, these structures were transformed into a county council of soldiers, workers and peasants' deputies. Since 1934, it was reorganized into the Council of People's Deputies ^[1] .

The council was to become a representative body of state power. But in practice only executive committees acted ^[1] .

Reform

In 1990, it was decided to create the Togliatti City Council, which was elected in March 1990, chairman I. G. Antonov . The Togliatti City Council established the newspaper " Freedom Square " which was a printed publication of the city council. After the reform, the newspaper was privatized .

In November 1991, the Small Council was established, making major decisions. The whole Council met once a year solely on issues of budget approval. ^[one]

On the basis of the decree of the President of the Russian Federation “On Reform of Representative Bodies of Government and Local Government in the Russian Federation” of October 9, 1993 and the Decree of the President of the Russian Federation “On Reform of Local Self-Government in the Russian Federation” of October 26, 1993, the Councils of People's Deputies were abolished. The Small Council of the Togliatti City Council ceased to exist by November 1994 ^[1]

On March 27, 1994, the first elections to the Togliatti City Duma were held, chairman A.N. Drobotov .

A weekly author’s analytical program by the editor-in-chief Sergey Loginov, “Dumskiy Vestnik”, was published on LADA TV , telling about the work of the City Duma.

From 1994 to 2009, the composition of the Duma included only 17 deputies elected in electoral (single-member) constituencies .

Since 2009 , the composition of the Duma has been increased to 35 deputies. Elections are held using a mixed electoral system with closed party lists of candidates, of which:

17 deputies - are elected in single-mandate constituencies formed in accordance with federal laws and the law of the Samara region ,

18 deputies - according to the party list (single electoral district), which includes the entire territory of the city district, in proportion to the number of votes cast for lists of candidates nominated by electoral associations ^[1] .

A meeting of the Duma is considered competent if at least 2/3 of the elected composition of deputies is present at it. Sessions are held in the historical building of the Togliatti city committee of the CPSU , which is a monument of architecture of Togliatti .

Along with the main parliamentary parties of United Russia , the Communist Party , the Liberal Democratic Party and Fair Russia . The Civic Platform party was in the duma of the sixth convocation; the deputy group of the OD “December” ODIndreev was in the duma of the third, fourth and fifth convocations, representing the Union of Right Forces and the Right Cause in the duma.

Parliamentary Crisis

In 2018, according to the results of a single voting day, the Communist Party received a majority of 17 seats out of 35, but the loser United Russia before the meeting of the new convocation, an extraordinary meeting of the old sixth convocation changed the rules of the city duma to prevent the Communists from taking control. Changes were made, the post of First Deputy Chairman, elected on a par with the Chairman of the Duma, was introduced. Prior to this, the Chairperson was elected by a simple majority. The author of the project was the liberal Borislav Greenblatt. The new seventh composition of the Communist deputies stormed the entrance of the Duma, but was not allowed to the meeting. Earlier, the Communists appealed to the prosecutor's office about the forcible retention of power by United Russia and to the court demanding that the actions of the old sixth convocation be declared unlawful. ^{[2] [3] [4]}

On October 18, 2018, at the third meeting of the City Duma, the representative of United Russia Nikolai Ostudin and five deputies were elected chairman of the Duma. Before that, there were two deputies. ^[five]

1 composition (2016–2020)

On February 17, 2016 , Regulation No. 974 “On the Public Chamber of the Togliatti City District” was adopted, created for the purpose of “public control” in pursuance of Federal Law dated July 21, 2014 No. 212-FZ “On the Basics of Public Control in the Russian Federation”. Total number of 30 members, term of office 4 years. One and a second third are appointed by the mayor and the Duma, the other third are selected by members of the public chamber appointed by the mayor and the Duma from candidates from NGOs . ^{[6] The} Chairman of the Public Chamber is Vitaly Groysman , deputies Vitaly Vilchik and V. The Control and Audit Chamber of the city of Togliatti (KSP) is a permanent body of external municipal financial control, formed by the Duma of the city district of Togliatti. It acts on the basis of the Regulation “On the Control and Audit Chamber of the city of Togliatti” dated January 22, 2014 No. 169. The Chairman and Deputy are appointed by the Chairman of the Duma, as well as on the proposal of deputies and the head of the city. The inspector of the control and accounting chamber has the right to freely enter the territory and the premises occupied by the objects of control, has access to their documents and materials, as well as to inspect the territories and premises occupied by them, to seal the premises and cash desks.

In 2018, the Togliatti Duma refused to consider the collective appeal of the residents of the Stavropol region about changing the boundaries of the city of Togliatti by joining the territories of Primorsky , Podstepki , Yagodnoye and Timofeevka located near the city. The applicants were refused without discussion and invitation. ^[9]

For 2019, the monthly salary of the Chairman of the Togliatti Duma amounted to an average of 190.6 thousand rubles and 2 million 288 thousand rubles a year. Payments to deputies on an ongoing basis of the City Council laid 1 million 506 thousand rubles. ^[ten]

On December 11, 2018, as a result of indexation , the Duma of Tolyatti increased the salary of the Head of the city district of Tolyatti for three years in three, which in 2019 amounted to 348.5 thousand rubles a month and 4 million 183 thousand rubles a year. The exclusive competence of the Duma

1. adoption of the Charter of the city district and making amendments and additions to it;
2. approval of the budget of the urban district and the report on its implementation;
3. establishment, amendment and cancellation of local taxes and fees;
4. adoption of plans and development programs for the urban district, approval of reports on their implementation;
5. determination of the procedure for managing and disposing of property in municipal ownership;
6. determining the procedure for making decisions on the creation, reorganization and liquidation of municipal enterprises and institutions, as well as on setting tariffs for their services;

Other powers of the Duma

1. the establishment of official symbols of the urban district and the procedure for their use, the establishment of awards and titles of the urban district;
2. initiating a local referendum together with the mayor;
3. the appointment of municipal elections;
4. the formation of the election commission of the urban district;
5. approval of the master plan of the urban district and approval of land use and development rules ;
6. initiating public hearings, surveys;
7. interpretation of the Charter of the urban district and regulatory legal acts adopted by the Duma;
8. the establishment of premiums for consumers of goods and services of organizations of the municipal complex;
9. adoption of rules governing the privatization of municipal property in accordance with federal laws;
10. control over the implementation of municipal procurement for the supply of goods;
11. determination of the procedure for providing residential premises of the municipal specialized housing fund;
12. control over the execution of the budget of the urban district;
13. the establishment of standards for the normative area of ​​premises, the cost of housing and communal services;
