The election of the governor of the city of Sevastopol was held in Sevastopol on September 10, 2017 on a single voting day . The governor was elected for a term of 5 years. These elections were the first direct elections of the head of the city since 1994 [1] .

Previous Events
On March 18, 2014, the Chairman of the Coordinating Council for the organization of the Sevastopol City Administration for the Support of Life of Sevastopol Aleksey Chaly , together with the Chairman of the State Council of the Republic of Crimea Vladimir Konstantinov and the Chairman of the Council of Ministers of the Republic of Crimea Sergey Aksenov , signed an Agreement with the President of the Russian Federation Vladimir Putin on the adoption of the Republic of Crimea in Russian Federation . As part of Russia, subjects were formed - the Republic of Crimea and the city of federal significance Sevastopol [4] .
On April 1, 2014, deputies of the Legislative Assembly of Sevastopol decided that the Governor of the city of Sevastopol is the highest official of the new subject of the federation. On the same day, they unanimously decided to appoint Alexei Chaly as acting governor of the city. [5] .
On April 14, 2014, Alexei Chaly invited Vladimir Putin to appoint Sergei Menyailo as acting governor of Sevastopol [6] . On the same day, Menyailo was appointed Acting Governor [7] . On September 17, 2014, Russian President Vladimir Putin proposed the candidacy of Sergei Menyailo for election to the post of head of Sevastopol [8] . On October 9, 2014, the Legislative Assembly of Sevastopol elected Menyailo Governor of Sevastopol [9] .
Since August 2014, Menyailo has been in conflict with the chairman of the Legislative Assembly of Sevastopol, Alexei Chaly. By the end of 2015, the conflict turned into a confrontation between the executive and legislative authorities of the city, which led to the resignation of Alexei Chaly [10] [11] [12] .
July 28, 2016 Sergei Menyailo resigned as governor of Sevastopol of his own free will [13] . Six days earlier, supporters of Alexei Chaly began collecting signatures under an appeal to Vladimir Putin to dismiss Sergei Menyailo and initiating a referendum on the election of the head of Sevastopol [14] Dmitry Ovsyannikov was appointed interim governor [13] .
On November 25, 2016, the Legislative Assembly of Sevastopol adopted in the second (final) reading a law on direct elections of the head of the city. [15]

Nomination and registration of candidates
In the city of Sevastopol, candidates are nominated only by political parties that have the right to participate in elections, or their regional branches. [nineteen]
Each candidate upon registration must submit a list of three people, one of which, if a candidate is elected, will become a representative of the regional government in the Federation Council . [nineteen]
Municipal Filter
In Sevastopol, candidates must collect signatures of 10% of municipal deputies. In this case, signatures must be obtained in at least three quarters of the inner-city municipalities . [19] According to the calculation of the election commission, each candidate must collect from 12 to 13 signatures of deputies of at least 8 intra-city municipalities. [17]

International Reaction
On September 12, 2017, the High Representative for Foreign Affairs and Security Policy of the European Union, Federica Mogherini, outlined the EU's position on the elections held on the peninsula. Mogherini said that the EU does not recognize the elections in Crimea and Sevastopol, since these territories belong to Ukraine [22] .
