Biography
Born in a simple family, his mother was a teacher. In 1893 he graduated from the law faculty of the Federal University of Pernambuco. By competition, he was appointed professor of history at the same university.
From 1894 to 1896 he was a deputy of the imperial parliament from the municipality of Belen and the Federal Democratic Republican Party .. In 1895 he founded one of the largest newspapers in the northern region, A Folha do Norte ("Northern Leaflet"). The main goal of the newspaper was the struggle for the political and social development of the region and the defense of the ideas of the Federal Democratic Republican Party. He was re-elected to the parliament (1897–1899 and 1903–1905).
His speech in parliament in support of the ratification of the Petropolis Agreement on the Demarcation of the Border with Bolivia (1903) was highly appreciated by Foreign Minister Jose Paranios . He was soon appointed ambassador of Brazil to Colombia, then to Peru and Portugal. However, he did not manage to take up the last post, because in connection with a serious illness the head of the foreign ministry was appointed deputy foreign minister.
From February 10 to 14, 1912, he served as Minister of Foreign Affairs in the government of Ermes da Fonseca .
In the years 1913-1916. - Governor of the state of Para , was removed as a result of a military coup. Since January 1917 he lived in Rio de Janeiro.
