Anti-corruption protests in Russia on June 12, 2017 were a continuation of the March 26 protests organized by Alexei Navalny . Rallies were held in 154 cities of Russia [3] [4] , from 50 to 100 thousand people took part in them, from 1700 to 1800 people were detained [5] . Once again, the reason for their conduct was the lack of reaction of the authorities to the film-investigation of the Anti-Corruption Fund “ He is not for you Dimon ”, which talks about alleged corruption ties between Russian Prime Minister Dmitry Medvedev .

In Moscow, a rally was initially agreed on Sakharov Avenue. However, on the evening of June 11, Navalny announced the cancellation of the rally on Sakharov Avenue and invited supporters to attend the festivities on Tverskaya Street, where the Times and Eras festival was held on June 12. Navalny explained his decision by saying that the Moscow Mayor's Office forbids private contractors from providing the rally organizers with a stage and sound equipment on Sakharov Avenue [6] . On June 12, Navalny was detained at the entrance of his house “for posting calls on the Internet to hold an uncoordinated protest rally on Tverskaya Street instead of the event agreed upon with Moscow City Hall on Academician Sakharov Avenue ” (later brought to administrative responsibility in the form of 30 days of administrative arrest ) [7] .

In a number of cities, protests occurred during protests. In total, according to official figures, 1719 people were detained in Russia [8] . In Moscow, 866 people were detained [8] , in St. Petersburg on the Field of Mars - 658 people [8] , of which 73 were minors [9] . In the remaining regions, 195 people were detained [8] . More than ten people were detained in Norilsk [10] , 34 - in Kaliningrad [8] . In Vladivostok , 15 people were detained, including three minors [8] . 24 people were detained in Tula [8] , one of them is a minor [11] , 48 in Sochi [8] , in Veliky Novgorod - 21 [8] , 1 in Abakan [12] , 13 in Almetyevsk [8] , 10 - in Blagoveshchensk [8] , 7 - in Tambov [8] , 6 - in Kazan [8] , 5 - in Samara [8] , in Vladimir and Lipetsk - 3 [8] , 8 - in Yeysk , in Nizhny Two Tagil [8] , one activist each, was detained in Gatchina , Volgograd , Tyumen , Izhevsk and Makhachkala [8] . One officer of the Russian Guard [1] and one officer of the patrol and guard service [2] were injured.

According to the Ministry of Internal Affairs, in Moscow, about 4,500 people took part in the rally on Tverskaya and 150 were detained, in St. Petersburg about 3,500 people took part in the uncoordinated rally on the Field of Mars and 500 were detained [13] . According to the Ministry of Internal Affairs, 40,400 people participated in the rallies [14] .

In Yekaterinburg, at a rally agreed by the authorities and held on an alley leading to the Uralets KRK, from 2000 (data from the Ministry of Internal Affairs [15] ) to 3–5 thousand people (media data) [16] [17] took part . At the rally with the words of support the protesters were made by the Head of Yekaterinburg Evgeny Roizman [15] .

According to Meduza and ATS-Info, in 154 cities, from 50 to 98 thousand people participated in the campaigns; 1769 were detained [4] .

Attempts to Prevent Stocks from Individual Citizens and MIA Officers

In Kaliningrad, during the rally, there was a fight among the participants of the anti-corruption “walk” [18] . Some of the protesters reported that they were paid [18] . One of the "provocateurs" was previously seen in Cossack form [18] . It was suggested that the provocateurs were local Cossacks [18] . Some Cossacks were previously seen in attacks on opposition activists [18] . In Kaliningrad, in March 2017, a Cossack was convicted for beating a participant in the Peace March [18] .

In Maykop, before the rally, police detained sound-amplifying equipment, and the organizer and authorized person were required to give a written explanation at the police station about the origin of the equipment during the rally. In this regard, the organizer was late for a public event, and the authorized person was detained for the duration of the public event, including for fingerprinting in the police department .

Information coverage

From 6:30 am Moscow time, Alexei Navalny’s group covered live events on their YouTube channel [19] . This time the broadcast was stopped for technical reasons (the cable for connecting to the Internet was eaten) at about 15 hours. The Dozhd TV channel continued broadcasting [20] . Also, the broadcast was conducted by the TV channel "Real Time".

As in the case of the anti-corruption protests on March 26, 2017, the federal television channels ( Channel One , Russia-1 , TVC , NTV and REN TV ) again did not interrupt the planned program to show what was happening in the center of Moscow in live mode [21] . But in comparison with March 26, June 12, the news blocks on NTV and Rossiya-24 briefly mentioned the rallies in the capital, and on Pervy they noted the small number of actions on Sakharov Avenue and mentioned about ul. Tverskaya [21] . Broader coverage of the protests was presented on Dozhd and RBC television channels, as well as on the Internet on the YouTube channels Navalny Live, Open Russia , and Present [22] .

Reaction

In Russia

HRC member Kirill Kabanov called the Moscow rally a provocation, and attracting young people to an uncoordinated rally on Tverskaya Street was a “bad trend” [23] .

The founder of the Open Russia movement, Mikhail Khodorkovsky, called Navalny’s decision to postpone the Moscow rally from Sakharov Avenue agreed with the authorities on Tverskaya Street uncoordinated as a “provocative step”, and that this decision was “harsh” aimed at “aggravation”. Moreover, he considers the protests themselves “absolutely necessary” for Russia [24] .

A spokesman for Russian President Dmitry Peskov , answering a question about the dangers of protests for the Kremlin, said that "holding such events in an agreed mode, as prescribed by law, does not pose any danger to anyone." According to him, "this is a normal process when people take a civic position." He added: “Provocative manifestations are dangerous. Yes, this is really dangerous. This is a danger to people around. And yesterday in Moscow, when tens of thousands of people celebrated the national day of our country, this group of provocateurs, in fact, their actions carried danger to citizens ” [25] .

Russian President Vladimir Putin noted that “actions of this kind are held to attract attention and political self-PR” [26] .

Moscow Mayor Sergei Sobyanin called the rally on Tverskaya "a vile provocation." According to him, “we are all lucky that there was no blood” [27] .

The famous TV presenter Vladimir Solovyov called the people who came to the rally on Tverskaya Street on June 12, 2017 “the children of corrupt officials”, “major jerks” and “the eternal two percent of shit,” and also said that “if it weren’t for the police, the people would have simply torn these " [28] .

A member of the HRC, Leonid Nikitinsky, called the decisions on 1097 cases considered in the courts of St. Petersburg on June 13 and 14 illegal [29] .

Abroad

On June 12, White House spokesman Sean Spicer said the United States strongly condemned the detention of hundreds of peaceful protesters throughout Russia on June 12 and called for the immediate release of detainees. [30] [31]

Amnesty International called on the Russian authorities to release peaceful protesters: “The suppression of peaceful protests throughout Russia, during which hundreds of people were arrested and some were beaten by the police, demonstrates the authorities’ complete disdain for fundamental human rights, ” the human rights organization said in a statement [32] .

The European Foreign Service has called for the “release without delay” of detained participants in anti-corruption demonstrations [33] .

Consequences

According to the BBC , after the June 12 protests, the Kremlin instructed a number of sociological services to conduct a large-scale study of the attitude of Russians to Navalny's activities [34] .

One of the protesters on June 12, Rasim Iskakov, on September 6, 2017, was sentenced to 2.5 years in prison for assaulting police officers during protests [35] .

Analysis of protests

Political scientists Igor Bunin and Mikhail Vinogradov attributed the paucity of the action to the lack of special motivation and Navalny himself at the rally. Vyacheslav Smirnov said, “that not so few people gathered a rally on Tverskaya, given that it was inconsistent” [36] . The dean of the faculty of political science of Moscow State University named after MV Lomonosov, Andrey Shutov, called the action on June 12 “flash mob technology” used to destabilize the situation [37] .

The League of Independent Forensic Experts and the Scientific and Diagnostic Center for Clinical Psychiatry analyzed a number of Navalny’s videos on YouTube , and in particular the “Everything to Tverskaya” video. The experts concluded that Navalny used neuro-linguistic programming technologies in his video [38] [39] [40] [41] .

Opinion polls

On July 17, Levada Center published polls [approx. 1] about the protests on June 12. So, 61% of respondents said they heard about the protests, while 39% didn’t. Approval of people who went to the All-Russian protest on June 12 was expressed by 39% of respondents, 37% did not approve, and 24% found it difficult to answer [42] .
