Hebron Agreements ( Hebron Protocol , Hebron Agreement ; Eng. Protocol Concerning the Redeployment in Hebron ) - agreements relating to the city of Hebron , signed in January 1997 by Israel and the Palestinians (represented by the PLO ) mediated by the United States . They envisaged a partial redeployment of units of the Israel Defense Forces (IDF) in accordance with the “Interim Palestinian-Israeli Agreement on the West Bank and Gaza Strip ” (Oslo-2, 1995). According to the Protocol, 80% of the territory of Hebron (zone H1) came under the control of the Palestinian National Authority , and 20% (zone H2) remained under the control of Israel. [one]
The protocol was signed by Israeli Prime Minister Benjamin Netanyahu and PLO leader Yasir Arafat . It has not been ratified by any of the parties [2] , but is applied in practice.
Content
Background
The Hebron Accords initiated the third stage of the Israeli withdrawal from the densely populated territories of Palestine during the peace process initiated by the Oslo Accords (1993) .
Course of negotiations
On January 7, 1997, the parties agreed on the Old City. On January 13, Netanyahu and Arafat met in the presence of US envoy and on the 14th announced that they had reached an agreement [3] . On January 16, after voting in the Knesset, IDF forces began to leave Hebron [4] . Israeli negotiator General Dan Shomron and Palestinian Saeb Erekat signed the Protocol. [5] Then, on January 21, the parties further agreed on an international presence in the city.

The Agreed Minute Protocol of 7 January concerned the opening of traffic on Shuhada Street in Hebron.

1. A Temporary International Presence in Hebron (TIPH) will be established. Both parties will agree on the actions of the TIPH , including its quantitative composition and the territory in which it will operate.
