History
On December 18, 1944, the city that had already changed its name from Fortin Lopez de Philippis to Fortin General Camacho was renamed again: this time it got its name in honor of the victorious commander of the Chuck war , Mariscal Jose Felix Estigarribia. A decree number 6427 was signed by Hainio Morinigo, President of the Republic of Paraguay. This settlement had a vast area from the moment of its foundation until the formation and subsequent separation in 2006 of two new regions: Philadelphia and Loma Plata.
While the city of Mariscal-Estigarribia has existed formally since 1944, it was only in the early 1980s that the leadership began to create a master plan and actually draw up the borders of the city, which would attract new residents. Until that moment, officially no land was allocated for civil buildings, and the only inhabitants were military and local residents who lived in the village of Santa Teresita. Currently, accommodation is provided at the expense of state institutions such as the regional hospital, local municipality, and the corps of the infantry division. The anniversary of the city began to be celebrated only in 1998, when the head of the culture department of the municipality found valid information about the creation and renaming of the city.
The track of the largest automobile race, the Chaco Rally, currently runs near Mariscal-Estigarribia.
Question of the deployment of a military base
Mariscal-Estigarribia is a platform city for the international airport. Luis Maria Argagni ( IATA code - ESG) [1] , which, in some media reports, was featured as a US military base due to access to the strategically important region - the Triple Border.
400 US military groups arrived in Paraguay in July 2005, shortly after the Senate of Paraguay granted them diplomatic immunity. Hundreds of American military personnel pass through Paraguay every year, although the military department claims that the number of American soldiers staying in the country at once varies between 10 and 20 [2] . According to the Argentinean newspaper Clarín, the US military base is a strategically important point for the following reasons: location near the Triple Border, which runs between Paraguay, Brazil and Argentina; proximity to the aquifer of Guarani; proximity to Bolivia (less than 200 km) at the same “moment when the Washington magnifier explores Altiplano and points to Venezuelan Hugo Chavez - the“ regional demon ”in the view of the Bush administration - as the instigator of instability in the region” [3] .
The government of Paraguay and the United States deny that the city has a military base. The representative of Washington argued that "... the short-term deployment of US troops was carried out in accordance with an agreement on a series of joint exercises with the Paraguayan military from July 2005 to December 2006. The length of stay of most military personnel in Paraguay will be no more than 45 days" [4] . The Brazilian weekly news publication, CartaCapital, published an investigation article on April 25, 2008, in which it denied a version of the so-called conspiracy theory regarding the deployment of a military base.
Climate
The climate is continental subtropical, which is characterized by high temperatures, even in winter, but, in contrast to the tropical climate, the so-called "mild frost" takes place in winter. The average temperature is 24 ° C.
This settlement is one of the hottest in the southern hemisphere, considered the "Pole of heat of South America." Despite the severe heat prevailing throughout the year, in winter the temperature minimum can reach 0 ° C once or twice a year. The average annual rainfall is low, approximately 800 mm. Mild winters, with an average temperature of 19 ° C. Cloudy days are more common in winter. In winter, rainfall is minimal: either absent or appear as a very weak drizzle.
