Postage stamp

In in 1889, postage stamps ( “Postage” - “ Postage ”) were stamped for internal stamp duty ( “Inland revenue” , left), but new stamps were made on them in 1890 red color indicating the amount of the postage (right) - for use as postage ( Mi # 67 and 97) [^]

Postal stamp ( eng. Postal fiscal stamp ) - fiscal stamp , which was allowed for postal circulation [1] .

Terminology

Postage stamps should be distinguished from stamps with the inscription "Postage & Revenue" (" Postage and stamp duty "), which were always intended for use for both purposes, or from fiscal stamps used for postal purposes accidentally or for the reason that local postal rules do not prohibit such use.

In Russian-language philatelic literature , a somewhat more generalized concept of postage-stamps can be found. So, in the “Great Philatelic Dictionary” (1988) the following assumption is made regarding stamps with the inscription “Postage & Revenue” [2] :

“To some extent, a number of stamps of Great Britain issued as both postage and stamps can be attributed to postage stamps , which was confirmed by the corresponding inscription on them.”

V. A. Novosyolov (2008) [3] considers postage-stamps exclusively stamps of the “Postage & Revenue” type .

At the same time, the Philatelic Dictionary (1968) [4] distinguishes another term - stamp-stamps , used both for stamp duty and for franking postal items , and also refers to the stamps “Postage & Revenue” .

Description

In some countries, postal agencies may resort to issuing special stamps designed to pay any fees and not related to postal rates . Sometimes such stamps may also be used to pay for the forwarding of postal correspondence. In these cases, postage stamps may be included in catalogs of postage stamps in a special section [2] .

Postage stamps may appear due to a lack of postage stamps for any country or for economic reasons in order to use obsolete fiscal stamps or excess stocks of fiscal stamps.

Postage stamps can usually be determined only by impressions of the postmark on redeemed stamps or in the case when such a stamp is found glued on an envelope .

Country Examples

UK

Postage stamps have been permitted in the United Kingdom since June 1, 1881 [5] [6] .

Such stamps were also suitable for postal circulation in British colonies such as Malta , where Great Britain stamps were used at that time, as well as in British post offices abroad in places such as Beirut .

New Zealand

From April 1, 1882, fiscal stamps became valid for postal use and vice versa. This practice in the history of New Zealand mail continued until the 1960s [7] .

with prints for various Pacific islands were just as good for paying for postage. However, on islands such as and Tokelau, they were used only by mail and were not suitable for fiscal purposes.
