Biography

Born March 27, 1956 in Moscow. In 1978, he graduated from the Moscow Electrotechnical Institute of Communications , in 1991 - from the Duke University School of Business in North Carolina (USA).

Professional Activities

After graduation, he was employed by the Mezhgorsvyazstroy trust as an engineer.

In 1982, he moved to the main center for managing intercity communications of the USSR Ministry of Telecommunications , where he worked until 1990, successively holding the posts of senior engineer, deputy chief of service, and chief of service of a production association.

Since 1990, he held various posts in the Ministry of Communications of the Russian Federation - from the deputy head of the department to the deputy minister of industry.

In 1997, he was appointed Deputy, and then First Deputy Chairman of the State Committee of the Russian Federation for Communications and Informatization. In 2000, he left the post of his own free will.

The founder of VimpelCom Dmitry Zimin said in one of his books that in 1998, Marder, being deputy chairman of the State Communications Committee, practically saved the company, which threatened to leave the market due to licensing problems.

Since the early 2000s, he acted as a consultant to a number of telecommunication projects. In 2000, he was invited as an adviser to the OJSC Experimental Research and Production Center for the development and production of dual-purpose communications equipment (ONPC). In 2008, Naum Marder was again appointed Deputy Minister of Communications and Mass Media in the team of Igor Shchegolev . At the Ministry, Naum Marder, in particular, was responsible for frequency allocation for the LTE standard. He also helped with the restoration of communications in South Ossetia after the 2008 war.

In October 2012, he took the position of Vice-President for interaction with public authorities of OJSC Rostelecom . For several years in a row, Naum Marder was responsible for conducting the Direct Line with the President of the Russian Federation .

Doctor of Technical Sciences. Academician of the International Academy of Communications. From 2003 to 2016 he headed the department of " Infocommunication " IPC MTUCI .

Death

On May 19, 2017, Rostelecom announced that Naum Marder passed away after a long illness.

“As a great leader, a bright teacher and just a wise man, Naum Semenovich opened the way to the profession for a huge number of signalmen who will always consider themselves to be his students. Naum Semenovich was a very versatile person, sincerely loved art and was a very involved spectator and listener, ”the Rostelecom report says.

He was buried at the Vostryakovsky cemetery in Moscow.

Personal life

Wife - Marianne Marder (born 1968). Four children: Heraclius (1989), Eugene (1996), Semyon (1997), Leonid (1999).
