Artyomov, Nikolai Mikhailovich (lawyer)

Graduate of the Law Faculty of MV Lomonosov Moscow State University (graduated in 1980; qualification as a lawyer); in 1984 he defended his thesis on "State credit in the USSR" at the Department of Administrative and Financial Law of Moscow State University. M.V. Lomonosov; Decision of the Council of Moscow State University. M.V. Lomonosov 09/28/1984 awarded the degree of candidate of legal sciences; By a decision of the USSR Committee on Public Education on September 27, 1990, he was awarded the academic title of associate professor in the department of Soviet administrative and financial law; in 2002 he defended his doctoral dissertation on the topic: "Currency regulation in the Russian Federation"; January 24, 2003 By the decision of the Higher Attestation Commission was awarded the degree of Doctor of Law; By the decision of the Ministry of Education of the Russian Federation on July 20, 2005, he was awarded the academic title of professor in the Department of Financial Law and Accounting.

From 1983 to the present, he has been working at the Moscow State Law University named after O. E. Kutafin (Moscow State Law Academy) (former names are the Moscow State Law Academy named after O. E. Kutafin, Moscow Law Institute, the All-Union Correspondence Law Institute), he has worked assistant professor to professor, deputy head of the department of financial law, chairman of the trade union organization of Moscow State Law University named after O. E. Kutafin (Moscow State Law Academy). He teaches the courses “Financial Law” and “Financial and Legal Regulation of Foreign Economic Activity”. He is a leading representative of the Moscow School of Lawyers-Specialists in the field of financial law and related disciplines - administrative and civil law ;

Research Interests

• Money circulation and currency regulation.
• He substantiated financial responsibility as an independent type of legal responsibility.
• He substantiated monetary law as one of the sub-sectors of financial law, contributing to the development of the science of financial law.
• In his works, he investigated the urgent problems of improving and developing all sub-sectors of the financial law of the Russian Federation.
• He prepared more than 3 doctors of legal sciences and 30 candidates of legal sciences.

He is a member of expert councils of various ministries and services, and has been acting as an expert for more than 20 years. He prepared more than 100 serious examinations, including in the field of copyright;

• member of the editorial board of the magazines Banking Law and Taxes and Taxation;
• Member of the Expert Advisory Board of the Accounts Chamber of the Russian Federation until 2013;
• Member of the Scientific and Methodological Council at the Central Election Commission of the Russian Federation until 2013;
• Member of the Scientific Advisory Council on Legal Issues at the Federal Service for Financial and Budgetary Supervision of the Russian Federation in 2014;
• Advisor to the Committee on High Technologies of the State Duma of the Federal Assembly of the Russian Federation from 1 to 5 convocations.
