History
The company was established in 1997 by merging a trust and immigration consulting company for private clients and until the early 2000s engaged in providing immigration services to individuals and legal entities, in particular, to Austria and St. Kitts and Nevis .
In 2006, Henley & Partners was entrusted with the transformation of the St. Kitts and Nevis citizenship program through investment in the Sugar Industry Diversification Foundation , designed to reduce the dependence of the national economy on this industry. The company received the exclusive right to promote the country internationally. As a result of the program, the share of income from citizenship through investments in the country's GDP increased from 1% in 2001 to 25% in 2014. [6] [7]
In the future, Henley & Partners advised the governments of Antigua and Barbuda , Saint Lucia , Grenada and Cyprus on the development of investment programs. [eight]
In 2013, the company received the exclusive right to provide services for the development, implementation and international promotion of the investment citizenship program for individual investors of Malta (Individual Investor Program, IIP). [9] [10]
Activity
The company develops and implements government programs for investment immigration and citizenship and economic development strategies, and also provides private clients with services for obtaining residence permits and citizenship in a number of developed countries and countries with a favorable tax regime, in particular, the European Union countries ( Austria , Belgium , United Kingdom , Portugal , Malta ), Switzerland , Monaco , and also Hong Kong , Malaysia , Australia , Canada , Singapore , the USA and a number of island states.
The company conducts active publishing activities in its field and publishes various publications and country ratings, in particular, the Global Residence and Citizenship Handbook [11] on residency and residency, the International Real Estate Handbook on international real estate [12] , annual reviews of investment programs for obtaining residency and citizenship on the basis of relevant indices. [13]
Since 2006, the company, together with the International Air Transport Association (IATA), has been issuing a citizenship rating on visa-free travel.
In 2015, Henley & Partners began to cooperate with the Office of the United Nations High Commissioner for Refugees by financing registration and issuing identity documents to refugees and promoting issues related to the refugee problem. Within the framework of cooperation, the Global Citizen Award was established in the amount of $ 25,000 to be awarded and $ 25,000 in favor of the Refugee Administration. The prize is awarded for merits in the development of the international community, the strengthening of tolerance and the preservation of peace.
Henley & Partners organizes industry events around the world, including the annual Worldwide Citizenship Conference.
Criticism
In 2013, a rival company, Arton Capital, in a court of law disputed the decision of the Ministry of the Interior of Malta, accusing Henley & Partners of receiving a government order through contacts with the previous government. [14] In 2015, the lawsuit would be withdrawn, since no violations in the choice of the executing company were revealed. [15]
The opening of the Maltese Citizenship Program through investment has raised criticism related to the possible penetration of criminal elements into the EU . [16] It was argued that Malta’s choice of one contractor could affect the quality of the selection process. However, the Maltese government did not refuse the services of the company, recognizing sufficient multi-stage verification of candidates, including the involvement of independent and own specialists, as well as Interpol .
