Biography
Born on February 6, 1946 in the city of Vladivostok .
In 1970 he graduated from Kharkov State University with a degree in radio physics.
In September - July 1970 - a mechanical physicist at the Kharkov Institute of Radiophysics.
From September 1970 to March 1973 - engineer, senior engineer of the Kharkov Civil Engineering Institute .
From April 1973 to September 1974 - engineer-technologist of the Sevastopol trolleybus department.
Since September 1974 - assistant, senior lecturer in the Department of Physics, since February 1986 - chairman of the trade union of the Sevastopol Instrument-Making Institute .
From May 1992 to April 1998 - Chairman of the Sevastopol City Council of People's Deputies . At the same time, from June 1994 to July 1995, he headed the executive committee of the Sevastopol City Council.
From July 1994 to April 1998 - Member of the Council of Heads of Border Regions of Ukraine and Russia Since December 1995 - Member of the Commission on Maritime Policy under the President of Ukraine .
From July 1995 to April 1998 - Chairman of the Sevastopol City State Administration.
From October 1997 to September 1998 - Chairman of the subcommission on the stay of the Black Sea Fleet on the territory of Ukraine of the Joint Ukrainian-Russian Cooperation Commission. In May - September 1998, he was the chief adviser to the group of ambassadors on special assignments and chief advisers to the Ministry of Foreign Affairs of Ukraine .
Since September 1998 - Consul General of Ukraine in St. Petersburg .
