The monument was created in architectural forms characteristic of the monuments of the first defense of Sevastopol . It is a stele of gray granite , in the upper part of which a cannonball is mounted. It is installed in the center of a flower lawn , fenced with a granite border. Steps framed by curly walls lead to the stele; there are two benches on the sides of the stairs. An inscription in Russian is carved on the front side of the stele: "Here, on June 3 (14), 1783, the city of Sevastopol, the sea fortress of southern Russia, was laid." On the opposite side is the translation of the Greek word "Sevastopol": "A city worthy of worship." On the side faces there are two dates - 1783, 1983. The height of the monument is 3.41 meters .
At the foot of the stele on December 31, 2000, a capsule was laid with a message to the Sevastopol residents, who would live in a hundred years. They should reveal it on October 31, 2100 .
