Biography
Born November 16, 1956 in the city of Zaozerny, Krasnoyarsk Territory.
In 1979 - graduated from Irkutsk State University .
From 1981 to 1984, he studied full-time at the Sverdlovsk Law Institute .
In 1984 - defended his thesis on the topic: "The effectiveness of international law: concept, criterion and conditions."
In 1998 - defended his doctoral dissertation on the topic: “The effect of international law in the legal system of the Russian Federation”.
From 1979 to 1981 and from 1984 to 1987, he worked at the Law Faculty of Irkutsk State University, and from 1987 at the Tyumen State University (Tyumen State University), where he held the positions of Associate Professor, Head of Department, Dean of the Law Faculty of Tyumen State University (1998-2000) , Director of the Institute of Continuing Professional Education (2000-2013), Director of the Institute of State and Law (2013-2017). Currently - Head of the Laboratory for International and Comparative Law Research, Tyumen State University.
In 1981 he was admitted to the Soviet (now Russian) Association of International Law, and since 1993 - a member of the executive committee of the Association. Member of the European Society of International Law.
Member of editorial boards and editorial boards of scientific law journals, member of dissertation councils for the defense of candidate and doctoral dissertations.
Scientific activity
His research interests are the problem of the effectiveness of international law, the mechanism for their implementation, the interaction of international and domestic law, the operation of international law in the legal system of the Russian Federation.
The author of more than 150 scientific publications on various aspects of international law in Russia and abroad, including - monographs "The problem of the effectiveness of international law" (Irkutsk, 1988); “The effect of international law in the legal system of the Russian Federation” (Tyumen, 1998); "The action and implementation of international law in the legal system of the Russian Federation" (Moscow 2011, 2017, 2018); a number of editions of textbooks on international law (comp. coll. ed.), international collective monographs at publishers of Oxford University, Cambridge University, Intersentia, BRILL (author of chapters).
