The following electoral cardinals participated in the Papal Conclave of 1823 . The list of electoral cardinals is given by geographic region and in alphabetical order.

Forty-nine out of fifty-three cardinals participated in the Conclave . [1] Cardinal Giuseppe Albani vetoed Austrian Emperor Franz I against the election of Cardinal Antonio Gabriele Severoli . Cardinal Annibale della Genga , Vicar General of Rome, was elected and assumed the name Leo XII. He succeeded Pope Pius VII , who died on August 20, 1823 .
