Higashitsugaru ( Japanese 東 津 軽 郡 Higashitsugaru-gun ) is a county located in Aomori Prefecture ( Japan ). It consists of two isolated sections - separated by the city of Aomori, which was previously part of the county.

The county was originally part of the province of Mutsu . During the Meiji Restoration in 1868 , the county consisted of one village (now the city of Aomori ) and 137 villages under the control of the Principality of Hirosaki , as well as 28 villages - Kuroishi. Aomori Prefecture was formed on December 13, 1871 . A new county was created by separating Tsugaru from the county on October 30, 1878 . With the creation of the municipal system on April 1, 1889, the county included 1 village (Aomori) and 24 villages.
County Conversion:
- 1898 - Aomori was isolated from the county and received city status.
- Five villages were given the status of a village: 1919 - Aburakawa, 1928 - Kominato, 1941 - Kanita, 1951 - Tsutsui, 1955 - Imabetsu.
- 1939 - the village of Aburakawa was separated from the county and entered the city of Aomori.
- 1955 - the new village of Hiranai was formed by combining the village of Kominato and 2 villages (Nishihiranai, Higashihiranai).
- March 28, 2005 - the new village of Sotogahama was formed by combining the village of Kanita and 2 villages (Tairadate, Minmaya).
