Biography
Vladimir Fedorovich Dalinger was born in the family of a working-engineer on October 27, 1902 in Astrakhan . He graduated from a parish school and a 4-grade higher elementary school.
From July 1917 to January 1918 he worked as a fireman at the Astrakhan shipyard. Further, in January-March 1918 he served as a clerk first in the Astrakhan Commissariat of Internal Affairs, and then, from March 1918 to January 1919, in the Astrakhan stage commandant's office. In January-June 1919 he worked as a clerk at the Astrakhan Automobile Plant. From June 1919 to March 1921 - foreman of the economic team and student of the Astrakhan command courses. In May 1920, Vladimir Dalinger became a member of the RCP (b) and at the end of command courses he worked in the structures of the NKVD [1] .
- From March 1921 to March 1922, he was an investigator in the branch of the Revolutionary Tribunal of the Volga Military District .
- 1922-1928 - temporary acting as an information commissioner, head of the Information and Registration Department, military affairs commissioner, eastern work commissioner, head of the Eastern Department of the Kalmyk Regional Department of the GPU, head of the Astrakhan State Department of the GPU.
- 1928-1929 - assistant chief of the Kalmyk regional department of the GPU.
- 1929-1934 - Head of the Department of the Plenipotentiary Representation of the OGPU at the Council of People's Commissars of the USSR in the Lower Volga Region .
- 1934-1937 - Deputy Head of the Special (V) Department of the Plenipotentiary Representation of the OGPU at the Council of People's Commissars of the USSR in the Saratov Territory - UGB Directorate of the NKVD of the Saratov Territory.
- from February 13 to 16, 1937, he was the head of the Directorate of the NKVD of the Autonomous Soviet Socialist Republic of the Volga Region, and from February 16 to August 15, 1937, he was the People's Commissar of Internal Affairs of the Volga German Autonomous Soviet Socialist Republic. This period was marked by the inclusion of a special troika created by order of the NKVD of the USSR dated 30.07.1937 No. 00447 [2] and active participation in the Stalinist repressions [3] .

On December 12, 1937, he was elected a deputy from the Volga German Autonomous Soviet Socialist Republic to the Council of the Union of the USSR Supreme Council of the I convocation.
The final stage
On June 5, 1938, Vladimir Dalinger, by a decision of the bureau of the regional committee of the CPSU (b) ASSR NP, received a severe reprimand and was removed from all responsible posts for "dulling the Bolshevik vigilance, which was expressed in non-disclosure of a number of enemies of the people who worked with him, for clogging the apparatus of the Council of People's Commissars with politically dubious people and for the family selection of leading cadres without verification ” [1] .
From August 9, 1938 to December 27, 1938, he was the deputy manager, and then until April 23, 1939, he was temporarily the managing director of the Uralzapadles Trust in Perm . From April 1939 to March 1940, he was deputy manager of the regional office of the USSR Industrial Bank in Perm. Then, for 2 years, the manager of the Azerbaijan office of the USSR Industrial Bank. Since February 1942 he was in Sevurallag . From August 1946 until reaching a personal pension of republican significance in 1962 [4] , he worked in various institutions of the city of Karaganda, where he died in 1967.
