Biography

In 1951 he graduated from the Moscow Law Institute, in 1957 - graduate school of the Institute of Law of the USSR Academy of Sciences. In 1957, under the guidance of Professor M. S. Strogovich, he defended his thesis on the topic: “Prosecutorial supervision of the observance of the law in the activities of bodies of inquiry and preliminary investigation”; in 1977 he defended his doctoral dissertation on the topic: "State prosecution in court."

  • From 1951 to 1954 he worked as an investigator in the prosecutor's office of the Voskresensky district of the Gorky region, with. Resurrection.
  • From 1957 to 1963, he was a junior researcher at the Institute of State and Law of the USSR Academy of Sciences. He worked at the Law Institute of the USSR Academy of Sciences.
  • From 1963 to 1965, he was a senior research fellow at the All-Union Institute of Soviet Legislation of the Legal Commission under the Council of Ministers of the USSR.
  • From 1965 to 1972, he was a senior researcher at the Institute of State and Law of the USSR Academy of Sciences.
  • From 1972 to 1999 - Head of the General Problems of Criminal Justice, Theoretical Problems of Justice Department of the Institute of State and Law of the Russian Academy of Sciences, chief research fellow.

In 1989, he ran for deputies of the USSR. In the second round of voting, he called on voters to cast their votes for Valentin Logunov (in 1990-1993, the chief editor of Rossiyskaya Gazeta) against Colonel Alexander Rutsky .

In October 1994, the President of the Russian Federation was promoted to the post of judge of the Constitutional Court of the Russian Federation on the proposal of the Academic Council of the Institute of State and Law of the Russian Academy of Sciences. The candidacy twice - in October and November 1994 - did not gain a majority of the votes of the deputies of the Federation Council of the Russian Federation [1] .

From April 24, 1995 to February 5, 1996 he was Plenipotentiary Representative of the President of the Russian Federation in the Constitutional Court of the Russian Federation .

He acted as a permanent expert in the program “ Man and the Law ”, [2] was a member of the Joint Commission for the Coordination of Legislative Activities at the State Duma of the Federal Assembly of the Russian Federation, the Scientific Advisory Council at the Supreme Court of the Russian Federation [3] , the Expert Council of the Ministry of Internal Affairs of the Russian Federation, the Council under the President Russian Federation on Improving Justice (1997) [4] .

He was buried at the Kuntsevsky cemetery in Moscow [5] .

Scientific activity

V. M. Savitsky has written over 400 scientific papers on the theory of criminal procedure, prosecutorial supervision, and the judiciary. His ideas about the correlation of the constitutional and procedural functions of the prosecutor, the position of the public prosecutor as a party to the trial, the presumption of innocence, the rights and legitimate interests of the individual, etc. found support and development in the publications of other authors, in candidate and doctoral dissertations, textbooks.

Known for the fact that in 1977 he proposed the wording of the democratic principle of criminal proceedings - the presumption of innocence, which is fully included in the text of the decision of the Plenum of the Supreme Court of the USSR of June 16, 1978 "On the practice of applying laws that provide the accused with the right to defense", and in 1993 G. - in the text of Article 49 of the Constitution of the Russian Federation [6] .

The most famous works: “State prosecution in court” (M., 1971), “Prosecutorial supervision of the investigation of crimes”, “Essay on the theory of prosecutorial supervision” (M., 1975), “Victim in criminal proceedings”, “Language of the procedural law” et al. V. M. Savitsky became the editor of the monographs “The System in Criminal Justice in the USSR”, “The Right to Defense in the Socialist Criminal Procedure”, “Problems of Judicial Law”, “Constitutional Principles of Justice in the USSR”, “The Court and Application of the Law ".
