Biography
Education and advocacy
He studied Greek and Latin at the Jesuit school of missionaries at St. Ignatius at Kiniati and then at the College of Our Lady of Mbansa Boma. In 1959, he received a bachelor's degree from the Central Royal Athenaeum in Leopoldville and continued his studies at Lovanium University (now Kinshasa University), after which he received a degree in philosophy and philology, as well as a law degree. He also completed an internship in public administration and public law at the Brookings Institution in Washington, under the auspices of the USAID.
He worked as a lawyer in the Kinshasa Court of Appeal, in 1965 became a member of the National Bar Association, and since 1987 - a lawyer in the Supreme Court, eventually becoming the dean of the Council of Lawyers of the Supreme Court.
In 1990, he was awarded the title of Honorary Doctor of Port-au-Prince State University, Haiti.
He was the author of several monographs in the field of law and foreign policy.
Political career
His political career came during the reign of authoritarian leader Zaire Mobutu Sese Seko . He was at the foreign policy work.
- 1967-1972 - Head of the Office of the Secretary General of the Organization of African Unity (OAU) in Addis Ababa,
- 1972-1978 - Deputy Secretary General of the OAU, oversaw economic and social issues (1972-1974), science and culture (1974) and administrative and financial issues (1974-1978),
- 1978-1979 - Permanent Representative of Zaire to the European Union and to the UN Office in Geneva,
- 1979-1983 - Permanent Representative of Zaire to the United Nations.
In 1982-1983, 1995-1996 and 1996-1997. he served as Deputy Prime Minister and Minister of Foreign Affairs of the Republic of Zaire.

After the fall of Mobutu's regime in 1997, he and his family moved to France, where he received political emigrant status from 1997 to 2003, and participated in inter-Congolese political negotiations in Sun City and Pretoria, South Africa. He took part as the head of the delegation of the “external” opposition, whose representatives lived in France, under the leadership of the president of the United Front of the National Coalition of Democratic Alternative.
In 2003-2005 He served as Minister of Research and Technology in the Transitional Government of the DRC.
In 2006, he ran for president of the Democratic Republic of the Congo from the United National Front, emphasizing the development of science and technology. During the campaign, he repeatedly noted violations of the election procedure. As a result of the vote, he received less than 3% of the vote.
