Public fund

A public fund is one of the types of non-profit foundations, it is a non-membership public association whose purpose is to form property on the basis of voluntary contributions, other receipts not prohibited by law , and to use this property for socially useful purposes.

A foundation is a non-membership non-profit organization established by citizens and (or) legal entities on the basis of voluntary property contributions and pursuing social, charitable, cultural, educational or other socially useful goals.

Charitable activities are carried out by a public foundation in order to:

  • social support and protection of citizens, including improving the financial situation of low-income people, social rehabilitation of the unemployed, disabled and other persons who, due to their physical or intellectual characteristics, other circumstances, are not able to independently exercise their rights and legitimate interests;
  • preparing the population to overcome the consequences of natural disasters, environmental, industrial or other disasters, to prevent accidents;
  • providing assistance to victims of natural disasters, environmental, industrial or other disasters, social, national, religious conflicts, victims of repression, refugees and internally displaced persons;
  • assistance in strengthening peace, friendship and harmony between peoples, prevention of social, national, religious conflicts;
  • promoting the prestige and role of the family in society;
  • promoting the protection of motherhood, childhood and fatherhood;
  • assistance in activities in the field of education, science, culture, art, enlightenment, spiritual development of the individual;
  • promoting activities in the field of prevention and protection of the health of citizens, as well as promoting a healthy lifestyle, improving the moral and psychological state of citizens;
  • promoting activities in the field of physical education and mass sports;
  • environmental protection and animal welfare;
  • protection and proper maintenance of buildings, objects and territories of historical, cult, cultural or environmental importance, and burial places.

The property transferred to the fund by its founders (founder) is the property of the fund. The fund uses property for the purposes defined by the charter of the fund. The founders and managers of the property of a public foundation are not entitled to use the property in their own interests.

The fund has the right to engage in entrepreneurial activity that meets these goals and is necessary to achieve socially useful goals for which the fund was created. To carry out entrepreneurial activity, funds are entitled to create business entities or participate in them.
