Highways in Albania are divided into several categories and are managed by the Ministry of Transport and Infrastructure . The Albanian road network has a length of about 18,000 km, of which about 7,000 km are paved (as of 2002) [1] .
After the fall of communism in 1991, the modernization of the road network of Albania began. The first SH2 high-speed highway was built, connecting Tirana with Durres via Thief . Since the 2000s, the quality of main roads has improved significantly, although they do not have standards in the field of design and road safety [2] [3] .

Road Categories
Below is a list of categories into which Albanian roads are divided [4] .
Rruga Autostradale
The Rruga Autostradale network (highway) is under construction. The oncoming directions are structurally separated, there are two lanes in each direction and curbs. In addition, the roads are equipped with multi-level interchanges. The designations of these roads are green, individual routes are indicated by the letter A and the route number.
Already constructed highways are subject to a speed limit of 110 km / h, road tolls (so far) are not levied.
Rruga Shtetërore
Following the highway is the Rruga Shtetërore network (national roads). These are high-speed roads connecting major cities. The quality of these roads may vary. They can have wide sections like on a highway, and in some sections they can narrow to one strip in each direction. These roads are indicated by blue signs. Signs contain the abbreviation SH and the number of the corresponding trace. The maximum permissible speed on these roads is 90 km / h.
Rruga Rrethi
Roads between individual districts (Rrethi) are part of the Rruga Rrethi network (ring roads). The maximum permissible speed on these roads is 80 km / h in the country and 40 km / h in the city. They are identified by the abbreviation RR with the corresponding number.
Rruga Komunale
Secondary roads between the individual communes of Rruga Komunale (municipal roads). These roads usually have low construction standards, short lengths and low traffic flow. As on the Rruga Rrethi, on these roads the maximum permissible speed is 80 km / h in the country and 40 km / h in the city. These roads are marked with the letter K with the corresponding number.
