Biography
He graduated from the University of the Eastern Republic of Uruguay, Montevideo, and graduate school in Santiago de Chile, Chile and Geneva, Switzerland. The author of the monograph "Relatively less developed countries of Latin America against the GATT ."
He specialized in international relations and public international law, and during his long diplomatic career worked in Bolivian missions in Caracas (Venezuela), Geneva (Switzerland), representing his country in front of the Swiss government and international organizations, in Brussels (Belgium) under the government and international organizations, in Chile, in the Vatican, in Italy. He was Ambassador Extraordinary and Plenipotentiary to Uruguay. He also served as director of the Diplomatic Academy of Bolivia, Rafael Bustillo (1993).
In 2005, he was appointed Minister of Foreign Affairs in the Administration of President Eduardo Rodriguez Wielce .
After his resignation, he worked as an international commentator in various national and international electronic media, in 2013, together with other former foreign ministers, he met with President Evo Morales and former presidents of the country to discuss issues regarding the appeal of Bolivia to the International Arbitration for the Law of the Sea, which was one of the leading experts.
In June 2015, he was appointed President Morales as Ambassador to the Holy See. However, in early August, in an interview with the Chilean television channel 24 Horas de TVN, he announced the anti-Catholic position of the head of state and was soon forced to resign.
