The Drupa quota is the amount used to determine the minimum number of votes sufficient for the election of a deputy in a multi-member constituency (provided that voters are allowed to cast one vote in favor; or it can be used to rank candidates in the STV single voice system).

Heyr Quota Comparison
The Heire quota = (number of votes) / (number of mandates) seemed originally natural. However, it is easily provable that this quota is often obviously redundant, for example, with 19 voters and 3 mandates, the quota = 5 is sufficient, whereas the Heir quota = 6 (moreover, with 16 voters, the Heire quota can even lead to the not election of 2 clear passage points candidates). According to Drup, it can be proved that the minimum allowable quota that can be used for election must be strictly greater than the quotient = (number of votes) / (number of mandates + 1).
