Biography

Born July 22, 1939 in the village of 7-bis mine (now the city of Anthracite ) in the Luhansk region . Children and school years passed in the village of Mikhailovka (the city of Rovenki, Lugansk region ). In 1956 he graduated with a medal from Mikhailovsky High School. During 1956 - 1961 studied at the Faculty of Geography of Ivan Franko Lviv State University , where he graduated with honors in economics and geography .

He got a referral to the department of new technology of the State Planning Commission of Ukraine, but began working as a junior researcher at the problem laboratory for land quality assessment, which was organized by the efforts of professors I.N. Gogolev and K.I. Gerenchuk at the Department of Physical Geography, University of Lviv. This laboratory is destined to become the first center in the country to develop cadastral valuation of land .

During 1961 - 1966 participated in land cadastral studies of the Ukrainian Carpathian region, in particular in field expeditionary work on the survey and mapping of agricultural land for the needs of the land cadastre. In 1966 , the first monograph on the geographical foundations of the land cadastre was published, and in the same year the candidate’s dissertation was defended on the topic: “The geographical foundations of the land cadastre in mountain regions (using the example of the Ukrainian Carpathians)”. During 1966 - 1969 worked as an assistant and assistant professor of physical geography at Lviv University.

In the autumn of 1969 , he joined the Odessa State University named after I.I. Mechnikov (now Odessa National University named after I.I. Mechnikov ), where he worked as an assistant professor, and since 1980 , head of the department of economic and social geography , dean of geological Faculty of Geography ( 1984 - 1985 ), Vice-Rector for Research ( 1985 - 1987 ).

He defended his doctoral dissertation “Models of the spatial organization of geographical complexes and systems” in April 1979 at the University of Leningrad .

Since 1991, A. G. Topchiev has been the head of a specialized academic council at Odessa University for the defense of dissertations for the degree of Doctor of Geographical Sciences. Under his scientific supervision, 15 candidate and 3 doctoral theses were prepared, among them graduate students and doctoral students from Syria, Egypt, Algeria, China, and Moldova (Transnistria). He has published over 400 scientific works, including 20 monographs, study guides and textbooks. He gave lecture courses at Szeged (Hungary), Gdansk (Poland), Beijing and North-West (China, Beijing and Xi'an) universities.

In 1996 , he will head the department of regional economics at the newly created Odessa Institute of Public Administration.

Since 2000 , the development of programs for the socio-economic development of Odessa begins. At first it was the Odessa-2005 development program for the near future, later it turned into a sustainable development program for the next 10 years (until 2012). To develop these programs, a coordinating council was formed, which included prof. A. G. Topchiev. Subsequently, the concept of sustainable development of Odessa was prepared, approved by the city council as an official document.

In the early 2000s, by the Decree of the President of Ukraine, the concept of state regional policy was approved and a commission was formed on the administrative-territorial structure of Ukraine, which included prof. A. G. Topchiev. The regional geographic information system "GIS - the territorial community of Odessa region" was created. This work was carried out under the direction of A. G. Topchiev, researchers and graduate students of the department.

Prof. A. G. Topchiev takes an active part in social and political life. In 1992 - 1994 held the post of first deputy head of the Odessa regional administration and concurrently led the university department. He was elected vice president of the Ukrainian Geographical Society, a member of the Academic Council of UGO. Member of the editorial boards of the "Geographical Encyclopedia of Ukraine" and several geographic magazines. Member of the commissions of the International Geographical Union for marine geography and mathematical methods, and models in geography.

Scientific activity

The main directions of the scientist's scientific activity: theory and methodology of geography, social geography, regional economy. The Department of Economic and Social Geography of Odessa University under the direction of A. G. Topchiev during the 1980-1990s became the leading center of geographical science and the training of highly qualified geographers. The circle of scientific interests of the department has significantly expanded over this time. With the direct participation of A. G. Topchiev, new areas of geographical research are being formed: the theory and methodology of geography, mathematical methods and models in geography, methods and techniques of complex geographical and socio-geographical research, geoinformation technologies (GIS technologies), geoecology , regional economics , regional development planning, development of concepts and programs for sustainable socio-economic development of regions and cities, marine geography. Since 1993 , the department has opened a new direction for domestic science - regional studies, covering regional studies, regionalization of Ukraine, regional planning, regional economics, regional politics, regional government and self-government.

During 1993 - 1995 a group of specialists of the department, regional state administration of the Odessa Institute of Market Problems and Economic and Environmental Research, under the guidance of prof. A. G. Topchiev, the "Concept of socio-economic development of the Ukrainian Black Sea region" was developed. Based on this concept, a large team of specialists from different regions developed the “Program for the socio-economic development of the Ukrainian Black Sea region”.

In August 1998 , on the basis of an agreement between Moldova, Romania and Ukraine, the Lower Danube Euroregion was formed - an international treaty structure aimed at enhancing cross-border cooperation on the Lower Danube. A. Topchiev took a direct part in substantiating the concept of forming the Euroregion and the priority areas of its functioning and became a member of the coordinating council for the development of the Lower Danube Euroregion development program. A significant international project was the international program of environmental rescue of the Black Sea, organized and funded by the World Bank (USA). During 1994 - 1997 Within the framework of the program, a scientific project “Integrated Management Program for Coastal Zones of the Black and Azov Seas” was developed with the participation of leading experts from all the Black Sea countries of Ukraine, Russia, Georgia, Turkey, Bulgaria and Romania. In 1995 , a group of Odessa and Kiev experts under the scientific supervision of prof. A. G. Topchieva prepared the National Report “The State and Prospects of Integrated Management of Coastal Seas in Ukraine”. Under the auspices of the regional Department of Ecology and Natural Resources, a large team of specialists in 2000 developed the regional program "Ecology - 2005" (supervisor A. G. Topchiev). During 1999-2000 on behalf of the Cabinet of Ministers of Ukraine, regional environmental safety programs were developed for all regions and Crimea. Such work was performed for the Odessa region by a group of specialists from different Odessa universities and institutions under the scientific supervision of prof. A. G. Topchieva came out under the name “Regional program of environmental safety. Odessa region ”(2000).

A. G. Topchiev paid constant attention in his scientific work to socio-economic mapping , development and compilation of geographical maps and atlases. With his direct participation and under the scientific supervision, several atlases and maps of Odessa region were prepared and published. In 2000 , by Decree of the President of Ukraine, a Coordinating Council was established to develop the National Atlas of Ukraine, of which prof. A. G. Topchiev.

In 2005 , the scientist was awarded the honorary title “ Honored Worker of Science and Technology of Ukraine ”.
