Biography
Yakov Petrovich was born on May 17, 1961 in the village of Sizovka, Glubokovsky District, East Kazakhstan Region , Kazakh SSR [1] . Father - Petr Petrovich, mother - Elizaveta Augustovna.
In 1978 he graduated from high school with a gold medal. In 1982 he graduated from Simferopol Higher Military-Political Construction School . In 1982-1991 he continued to serve in the USSR Railways , then left the service with the rank of lieutenant colonel [1] .
In 1991 he graduated from Tyumen State University with honors. In 1995 he became a master of public administration at the Academy of National Economy under the Government of the Russian Federation . In 1998, he became a Ph.D. in economics , defending a Ph.D. In 2005, he was awarded a doctorate in economics , defending a doctoral dissertation on the topic “Urban Economic Policy in Russia” under the supervision of Professor E. G. Animitsa at USUE [1] .
He began teaching at the Department of Regional and Municipal Economics of the Ural State Economic University in 1992. In 2008-2011, he taught at the Faculty of Economics of Perm State University . In 2011-2015, he was director of the Institute of Regional and Municipal Economics of the Ural State Economic University, and from November 25, 2015 he was elected rector of the Ural State University of Economics [1] .
He was chairman of the Committee on Youth Affairs, head of the Department of Social Welfare, Deputy Head of the Administration of the Zheleznodorozhny District of Yekaterinburg in 1991-1996. From June 1996 to March 2005 he was elected chairman of the Yekaterinburg City Council of the II — III convocations. From March 2005 to March 2009 he was a deputy of the Yekaterinburg City Council of the IV convocation. Also from January 2006 to April 2008 he was an adviser to the General Director of UGMK-Holding LLC [1] .
From May 2008 to April 2009, he was Deputy Prime Minister of the Perm Territory . From April 2009 to September 2009 - Deputy Head of the Administration of the Governor of the Perm Territory . From October 2009 to April 2010 he was the acting head of the administration of the Governor of the Perm Territory [1] .
From May 2010 to March 2012, he served as head of the Department for Internal and Information Policy of the Office of the Plenipotentiary Envoy of the President of the Russian Federation in the Urals Federal District . From March 2012 to May 2012, he served as the chief federal inspector of the office of the plenipotentiary of the President of the Russian Federation in the Urals Federal District. From June 2012 to November 2012, he was the head of the Administration of the Governor of the Sverdlovsk Region. From November 2012 to December 2013 - Vice-Governor of the Sverdlovsk Region, Head of the Administration of the Governor of the Sverdlovsk Region. From December 2013 to December 2015 he was Deputy Chairman of the Government of the Sverdlovsk Region [1] .
He was a member of the Association of Municipalities of the Sverdlovsk Region, a member of the Association of Municipalities "Cities of the Urals", a member of the Board of the Union of Russian Cities, Vice-President of the Congress of Municipalities of Russia in 2000-2007, the Head of the Union of Representative Bodies of Local Self-Government of Russia in 1998-2005, and Deputy Chairman of the Council of Heads of Local Government under the Chairman of the State Duma of Russia in 1998-2003, member of the Executive Bureau of the World Council of Local x authorities in 2004-2007, a member of the Eurasian branch of the World Council of Local Authorities in 2004-2012, was deputy head of the Sverdlovsk regional branch of the United Russia Party in 2001-2003 [1] .
Yakov Petrovich Silin is a visiting professor at Perm State University, a member of the dissertation council of Perm State University and the Ural State Economic University for Economic Sciences, a full class state adviser to the Russian Federation , a member of the United Russia party [1] .
