A deputy from Maine-et-Loire, he held a centrist position in the Union for French Democracy ( Union pour la démocratie française or UDF ). He was Minister of Housing in the office of Edouard Balladur from 1993 to 1995 . Foreign Minister in the cabinet of Alain Juppe from 1995 to 1997 . In 2002, he joined the Union for the Popular Movement ( Union pour un mouvement populaire or UMP ).
