Security magazines or muscovites are open-access periodicals claiming the status of scientific journals , but in fact are a key element of an unscrupulous model of scientific publishing activity , which involves charging for the authors of manuscripts without the provision of full-fledged editorial or publishing services (including a full-fledged review system) adopted in these scientific journals (open and limited access) [1] [2] [3] .
History
In July 2008, a series of interviews with Richard Poinder drew attention to the practice of new publishers who "were better able to use the possibilities of the new medium." [4] Doubts about honesty and understanding of the fraudulent nature in a number of open access journals continued to increase in 2009. [5] [6] Concern about the mass mailing of “ black sheep among open access magazines and publishers” became the starting point for the establishment of the Open Access Scientific Publishers Association . [7] In the same year, the comic scientific journal "The Annals of Incredible Research " was the first to discover that in the journals of the scientific publishing house Scientific Research Publishing reprint articles that have already been published elsewhere. [8] Then Katherine Sanderson reported this in the journal Nature . [9] In 2010, a graduate of Kornnell University and a blog editor at Scholarly Kitchen Phil Davis submitted a manuscript of an article written for him with the help of SCIgen , which is a collection of absurdities, which was accepted for a fee, but then withdrawn by the author. [10] Alison McCook in Retraction Watch and Megan Molteni in Wired noted that predatory publishers retain submitted manuscripts of articles, denying authors to be removed from the publication, thus preventing their submission to another journal. In August 2016, the Federal Trade Commission filed a lawsuit against the publishing houses of the OMICS Publishing Group , iMedPub and Conference Series, as well as Indian Shrinubabu Godela, who was the president of these companies. [13] The plaintiff argued that the respondent and his companies “deceived scientists and researchers about the nature of their publications and hid the collection of publication fees, which ranged from hundreds to thousands of dollars.” [14] In addition, the agency has taken measures to weaken the activities of predatory publishers. [15] The lawyers of OMICS Publishing Group published on their website a response stating that “your, FTC, allegations are not substantiated. Further, we understand that the FTC works in favor of some publishers of subscription journals who earn [sic] billions of dollars from the scientific literature, ”and based on all of this, they conclude that large publishing corporations are behind such journals. [13]
Jeffrey Bill List
American librarian and library scientist , adjunct professor at the Auraria Library at the University of Colorado in Denver Jeffrey Bill proposed the concept of a “ predatory journal ”, in 2010 he first began to compile his famous list of such publications. [16] This was prompted by a large number of e-mails in which it was proposed to publish articles or to become a member of the editorial boards of previously unknown journals. [sixteen]
In August 2012, he published his criteria for evaluating publishers [16] , and in December made them updated. In February 2013, he added a section where publishers on the list could appeal against it. [16] In general, he devoted a number of articles to such topics in such scientific journals as Nature , The Charleston Advisor and Learned Publishing .
On January 15, 2017, the entire content of the Scholarly Open Access site, on which Bill posted his list, was completely removed along with the personal page of Bill on the university's website. [17]
Boannon's experiment
John Boannon, a staff member of the scientific journal Science in order to check the quality of reviewing in various open access journals, he wrote and sent out an article about a lichen, which allegedly had the ability to act as an inhibitor of the growth of tumor cells, resembling a serious scientific article, but in reality it is not. [18] [19] As a result, out of 304 journals, 157 (over 50%), including the Journal of Natural Pharmaceuticals, approved the articles and agreed to print it, about 80 of them did not conduct any checks, and only 98 journals (40 %), including such a respected scientific journal as PLOS ONE decisively rejected. [18] [3] The overwhelming number (82%) of magazines that accepted the article were from Jeffrey Bill’s list. [19] It was also found that about a third of the verified publications were located in India, and of these, 64 of them accepted the fake article, and only 15 refused to publish. [3] In addition, Boannon learned that the editors of such journals as American Journal of Medical and Dental Science and European Journal of Chemistry , despite their name, according to their IP addresses , are located in Pakistan and Turkey . [3]
The reason that prompted Boannon (known among other things in the scientific world as the author of the “ Dance Your Thesis ” contest) was to test, a case that occurred in July 2012 with Nigerian biologist Alina Nutsch who tried to send her article in one of the magazines, believing that the publication will be free. However, it was stated in the reply that it was necessary to make a payment in the amount of about $ 90. Being interested in what had happened, Boannon tried to get in touch with the publishing company Scientific & Academic Publishing (SAP), but there was no response letter for a long time. In addition, he learned that at the specified address of the office of this company, allegedly located in Los Angeles , in fact there is a crossroads of two highways . Finally, one day at 3 am a letter written in broken English was received by e-mail, in which it was reported that Scientific & Academic Publishing is an American publishing house from California . It was after this that Boannon selected 2054 magazines produced by 438 publishers from the Index of Open Access Journals catalog and from Jeffrey Bill's list and repeated the Nutsch experience. The author’s name was randomly generated by a computer program from the list of African names and surnames, and a phantom scientist was listed as a non-existent institution, whose name, as in the first case, was chosen randomly from the names of African capitals. Moreover, in order not to betray the non-African origin of the author of the article with too good knowledge of English, Boannon missed the finished text through an automatic translator, first translating from English to French and then back to English. [3]
It is worth noting that the experiment of Boannon was criticized for not having been subjected to peer review, as well as for the lack of a control group and for some shortcomings in the methodology . [20] [21]
Doctor Rogue experiment
In 2015, four Polish scientists - the head of the Institute of Psychology of the University of Wroclaw Peter Sorokovsky, head of the Institute research team philosophy of Adam Mickiewicz University in Poznań Emanuel Kulchytsky, Institute of Psychology Fellow University of Wroclaw and the Smell & Taste Clinic at the Department of Otorhinolaryngology of the Dresden University of Technology Agnieszka Sorokovskaya and Researcher, School of Psychology, University of Sussex and the Institute of Psychology at the University of Wroclaw, Katarzyna Pysanka, created a fictional researcher, naming him Anna O. In the period from 2010 to 2014, the predatory publications increased the volume of publishing activity from 53,000 to 420,000 articles included in 8,000 thousand of such publications. [37] [38]

В августе 2015 года Национальный исследовательский Томский политехнический университет составил собственный список сомнительных изданий, в который вошло 11 российских и зарубежных научных журналов, публикации в которых не станут приниматься во внимание при установлении академических надбавок и, как подтверждение, публикационной активности своих сотрудников. Критериями отбора послужили следующие показатели: [48]
- международные базы данных Scopus и Web of Science готовятся исключить издание из своих списков;
- журнал не индексировался в этих базах на протяжении последние полгода;
- отсутствует рецензирование;
- статьи принимаются к публикации на платной основе спустя два месяца после подачи;
- у журнала имеется неограниченное число дополнительных и специальных выпусков;
- один автор может за раз опубликовать в текущем номере более 50 статей.

Абалкина и доктор юридических наук, профессор кафедры гражданского процесса юридического факультета МГУ имени М. В. Ломоносова и профессор кафедры судебной власти НИУ ВШЭ Д. Я. Малешин к хищническим урналам относят такие издания, как «Экономические науки» (ООО «Экономические науки», Москва), «Транспортное дело России» (Изд-во «Морские вести России»), «Вестник университета» ( Государственный университет управления ), «Вестник Адыгейского государственного университета», «Экономические и гуманитарные науки» ( Приокский государственный университет ), «Евразийский международный научно-аналитический журнал “Проблемы современной экономики”», «Аграрный вестник Верхневолжья» ( Ивановская государственная сельскохозяйственная академия ), «Terra Economicus» ( Южный федеральный университет ). В конце 2016 года « Диссернет » (в лице А. С. Касьяна , кандидата физико-математических наук Л. Г. Мелиховой и А. А. Ростовцева ) представил широкой общественности новый проект под названием «Диссеропедия российских журналов» [50] , работа над которым заняла почти год и в общей сложности было проверено 30 тысяч статей из журналов из списка Высшей аттестационной комиссии, что позволило обнаружить 1400 случаев плагиата . [40] [51] К наиболее вопиющим случаям мусорных журналов были отнесены журналы «Экономические науки», «Вестник Московского университета МВД России», «Вестник Тамбовского университета. Серия Гуманитарные науки», «Учёные труды Российской академии адвокатуры и нотариата», «Публичное и частное право», «Человеческий капитал», «Образование и право» и «Вестник Курской государственной сельскохозяйственной академии». В качестве мер борьбы с хищническими журналами одними было предложено сделать более прозрачное рецензирование , как открытое рецензирование и послепубликационное рецензирование . [52] В то же время другие утверждали, что дискуссия о хищнических журналах не должна превращаться в «дебаты о недостатках рецензирования — что оно ничего не значит. Речь идёт о мошенничестве, обмане и безответственности...». [53]
В попытке «отделить настоящие журналы и издателей от поддельных» принципы прозрачности и передовой практики были определены и выпущены совместно Комитетом по публикационной этике , « Указателем журналов открытого доступа », Ассоциацией научных издательств открытого доступа и Всемирной ассоциацией медицинских издателей. [54]
Появились различные веб-сайты (запущенные общественностью или экспертами), которые сосредоточили своё внимание на процессе рецензирования и публикациях не находящихся в открытом доступе. [55] [56] Ряд библиотек и издателей приступила к проведению информационной кампании. [57] [58]
Было предложено несколько мер для дальнейшей борьбы с хищническими журналами. В одних случаях научно-исследовательские учреждения призывали улучшить литературную грамотность, особенно среди молодых исследователей в развивающихся странах. [59]
Поскольку Билл связывал возникновение хищнических журналов с «золотым открытым доступом» ( англ. gold open access ), включая его разновидность «платит автор» ( англ. author-pay ) [60] , то научный сотрудник Оксфордского института Интернета Кристобаль Кобо предлагал ввести «платиновый открытый доступ», при котором отсутствие сборов за обработку статьи снимает конфликт интересов у издателя при приёме или отклонении поступивших рукописей. [61]
Кроме того предлагались более объективные дискриминационные метрики [62] , такие как «оценка хищничества» [63] и положительные/отрицательные показатели качества журналов. [64]
Также предлагалось авторам рукописей сверяться со списками экспертных журналов, специализирующихся в определённой области, как например, «Справочник журналов по уходу за больными» ( англ. Directory of Nursing Journals ), прошедшие проверку Международной академией издателей в области сестринского дела и её сотрудниками. [65] И устранять любые причины, побуждающие к совершению мошеннических действий. [66]
Биоэтик Артур Каплан отмечал, что хищнические издания и издательства, поддельные данные и плагиат в науке подрывают доверие общества к профессии врача, обесценивают подлинную науку и снижают общественную поддержку при проведении политики с опорой на фактологические данные . [67]
В 2015 году Рик Андерсон, помощник декана библиотеки Дж. Вилларда Марриотта Университета штата Юта , бросил вызов самому понятию: «что мы имеем в виду, когда говорим «хищный»? Этот вопрос стал насущным из-за того, что общий вопль слышен среди критиков Билла: он рассматривает только один вид хищничества — вид, который естественно возникает применительно к авторскому вознаграждению открытого доступа». Андерсон предлагает, чтобы понятие «хищник» было изъято из области научных публикаций, поскольку «это премилое, захватывающее внимание слово, однако я не уверен, что оно годится для описания», ведь «оно производит больше жара, чем света». [68]
