Biography

Born in a large family. Parents Fatey Nikiforovich and Nina Andreyevna raised eleven children, mother was awarded the “Mother Glory” awards of the first, second and third degrees, the golden star “Mother Heroine” [1] .

In 1971 he graduated from school No. 80 in Irkutsk, continued his studies at the Irkutsk Institute of National Economy (now BSU ) with a degree in Finance and Credit, and seriously studied football in his school and student years. Having received a diploma of higher education in 1976, he chose the field of construction. The first place of work is SU-4 of Irkutsk. Then he worked for eighteen years in the Irkutskzhilstroy trust, where he went from a construction superintendent to the company's general director [2] . He received his second higher education, graduating from Irkutsk State Technical University (now IRNITU ) with a degree in Industrial and Civil Engineering [3] . During his leadership of the Irkutskzhilstroy trust, unique industrial and public facilities were erected in the city of Irkutsk: Institute of IRTC Microsurgery of the Eye, Irkutsk Regional Musical Theater , Irkutsk Relay Plant, a large number of projects for the development of the city's housing and communal infrastructure were implemented.

In 1997, he was invited by the Governor of the Angara Region, B. A. Govorin, to the post of Deputy Head of the Administration of the Irkutsk Region for Architecture, Construction, Housing Policy and Northern Affairs. During the leadership of the construction complex of the region, the Irkutsk Drama Theater named after Okhlopkova , regional children's and oncological hospitals, the construction of a bridge over the river. In 1999, S. F. Brilka was awarded the title of Honored Builder of the Russian Federation [4] .

In 2008, he was elected by the construction community of the region as Chairman of the Board of the Non-Profit Partnership “Self-regulatory Organization of Builders of the Baikal Region”.

From December 4, 2012 to November 9, 2018 - Secretary of the Irkutsk Regional Branch of the United Russia Party [5] .

Since September 2013 - Member of the Legislative Assembly of the Irkutsk Region [6] , Deputy Chairman of the Legislative Assembly.

In 2015, he was elected chairman of the Legislative Assembly of the Irkutsk Region of the 2nd convocation [7] .

On September 9, 2018, he was elected to the Legislative Assembly of the 3rd convocation. [eight]

On September 19, 2018, he was empowered by a member of the Council of the Federation of the Federal Assembly of the Russian Federation - a representative from the Legislative Assembly of the Irkutsk Region [9] .

Married, has two children and two grandchildren.
