Born in Tehran in 1923 . During World War II he graduated from Tehran University . After he worked as Minister of Foreign Affairs, in the 1950s he was appointed head of the Prime Minister’s Office. He soon founded the Progressive Party, and in 1962 he was elected speaker of the Mejlis. In 1963, Mansour became prime minister. In foreign policy, he mainly focused on the countries of the West and the USA , which caused fury of religious leaders.
In 1963, after an uprising attempt, Ayatollah Khomeini was expelled to Turkey . To overcome the budget deficit, Mansur raised the price of gas from 5 to 10 riyals, but as a result of strikes by taxi drivers, he was forced to cancel his decision.
The SAWAK State Security Service, headed by General Hassan Pakravan at the time, was unable to prevent a terrorist attack against the Prime Minister in a timely manner.
On January 22, 1965, Mansur was seriously wounded by members of the Fedayne Islami group on Bocharest Square and died a few days later.
