Ivan Ulyanovich was born in the village of Garino, Vladimir province . Member of the RSDLP (b) since 1917

In April-June 1937, the 2nd Secretary of the Azov-Black Sea Regional Committee of the CPSU (b). Since June 1937, Chairman of the Executive Committee of the Azov-Black Sea Regional Council. This period was marked by the inclusion of a special troika created by order of the NKVD of the USSR dated July 30, 1937 No. 00447 ^[1] and active participation in the Stalinist repressions ^[2] .

Arrested on September 4, 1937. Sentenced to the Higher Military Command of the All-Union High Command of the USSR on October 29, 1937. He was accused of preparing a terrorist attack against the leaders of the All-Union Communist Party of Bolsheviks and the Soviet government and participation in a counter-revolutionary Trotskyist organization. Shot on October 30, 1937. The burial place is Moscow, the Don cemetery. Rehabilitated June 2, 1956 VKVS USSR ^[3] .
