Vitaliy Viktorovich Makarov was born on February 5, 1940 in the village of. Razvilnoe Razvilensky district of the Rostov region .
Graduated from Moscow State University. M.V. Lomonosov (1967) and the Academy of Social Sciences (1981). Candidate of Historical Sciences. He speaks Spanish , English and German . At diplomatic work since 1991.
- In 1967 - 1969 - an employee of the Embassy of the USSR in Cuba .
- In 1969 - 1976 - Deputy Head of the Department of the Komsomol Central Committee for Relations with Youth Organizations of Socialist Countries.
- In 1976 - 1978 and in 1981 - deputy chief editor of the newspaper Komsomolskaya Pravda .
- In 1981 - 1991 - employee of the International Department of the CPSU Central Committee .
- In 1992 - 1996 - Counselor-Envoy of the Russian Embassy in Nicaragua .
- In 1996 - 1999 - Deputy Director of the Information and Press Department of the Russian Ministry of Foreign Affairs.
- From July 23, 1999 to February 26, 2003 - Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Colombia [1] [2] .
