Calibration counters

Initially, the time for calibration of water meters is set by the manufacturer. If, according to technical conditions, the meter begins to give false readings after wear, after a certain amount of water has passed through it, it means that it is necessary to do a verification.

In general, the timing of verification is established by the rules approved by the Government of the Russian Federation No. 354 of 2011. However, these rules give reference only to the contract for the provision of public services, which should indicate: information on the type of IC, the time of their installation, the date of factory sealing, the calibration time of IC. By itself, the term in the text of the rules should be repelled from the technical conditions.

Today there are two criteria for determining the need for verification ^[1] :

• Time interval. For most meter models, it is 4 years old - on hot water pipes and 6 years on cold water systems. For gas meters - 6-12 years ^[2] .
• The amount of water that has passed through the meter, determined on the basis of his testimony. While this method is not widespread, however, it is already more objective and will allow citizens to significantly save on the calibration procedure ^{[3] [4] [5] [6] [7] [8] [9] [10] [11] [12]} .

Calibration of meters at home is performed using portable calibration equipment. Positive results of calibration of measuring instruments are certified by a verification mark or certificate of verification ^[13] .

In Russia, verification activities in relation to measuring instruments that fall under the State metrological supervision are regulated by the Federal Law of June 26, 2008 No. 102-ФЗ “On Ensuring the Uniformity of Measurements” and many other by-laws, including:

• Decree of the Government of the Russian Federation of August 13, 2006 No. 491 “On Approving the Rules for Maintaining Common Property in an Apartment House and the Rules for Changing the Amount of Fees for Maintaining and Repairing Living Space in the Event of Rendering Services and Performing Work to Manage, Maintain and Repair Common Property in an Apartment House inadequate quality and (or) with interruptions longer than the prescribed duration. "
• Resolution of the Government of the Russian Federation of April 20, 2010 No. 250 "On the list of measuring instruments, which are calibrated only by state regional metrology centers accredited in the prescribed manner in the field of ensuring the uniformity of measurements."
• Resolution of the Government of the Russian Federation of May 6, 2011 No. 354 "On the provision of utilities to owners and users of premises in apartment buildings and residential buildings" ^[14] .
