Biography

Born on October 4, 1977 in Frankfurt am Main (Feckl's father is German, his mother is French, he retains dual citizenship), he graduated from the French Lyceum in Berlin. In 1998 he graduated from the Higher Normal School in Lyon, in 2003 he joined the Socialist Party , graduated from the Institute for Political Studies (Paris) , and later - the National School of Administration [1] [2] .

In 2003, he began working in the analytical center of Moskovisi and Strauss-Kahn “À gauche, en Europe”.

In 2005-2010, he worked in the administrative court of Paris, then in the apparatus of the leader of the socialist faction of the Senate, Jean-Pierre Bel (later Bel became president of the Senate) [3] .

Political career

In 2008, he was elected to the Marmanda Municipal Council and became deputy mayor.

In 2012, he was elected to the French National Assembly from the 2nd district of the department of Laux and Garonne ; on October 4, 2014, he passed the deputy mandate.

On September 4, 2014, he was appointed State Secretary of the Ministry of Foreign Trade to the Government of Manuel Waltz [4] , also responsible for the development of tourism in France and for supporting the French abroad.

He participated in the negotiations between the European Union and the United States in the framework of the preparation of the Transatlantic trade and investment partnership , and proved himself a staunch supporter of the signing of a similar agreement with Canada ( Comprehensive Economic and Trade Agreement ) [5] . In a 2015 interview with Sud Ouvest, he criticized the negotiations with the United States, presenting three main complaints: a lack of openness, as a result of which Americans have access to more documents than Europeans; American neglect of European proposals; the possibility of causing serious harm to French agriculture as a result of the signing of the agreement [6] .

On December 6, 2016, he was appointed in the government of Kaznev as state secretary of foreign trade, tourism development and French affairs abroad [7] .

During the 2017 presidential election campaign, he was a member of the Socialist Party candidate Benoit Amon .

On March 21, 2017, after the scandalous resignation, Bruno Le Roux was appointed Minister of the Interior of France in the government of Bernard Kaznev [8] .

On March 25, 2017, the Union of Guiana Workers voted to declare a general strike in Guiana on March 27, demanding that drastic measures be taken to solve problems in the field of health, education and the economy. For negotiations, an inter-ministerial commission was created, which, in addition to Fekl, included the Minister of Overseas Territories, Eric Bareit . On the evening of March 26, they issued a joint statement condemning French presidential candidates Fillon and Le Pen for exploiting the topic of this social conflict in their political interests [9] .

On May 17, 2017, the government of Edouard Philippe was formed, in which the portfolio of the Minister of the Interior went to Gerard Colonna , and Föckl received no appointment [10] .

On July 8, 2017, the National Council of the Socialist Party, in connection with the resignation of the first secretary, Jean-Christophe Kambadelis, after the defeat of the socialists in the presidential and parliamentary elections, decided to establish a collegial leadership of 16 people, which included Mattias Fekl [11] .
