Biography
Oleg Savchenko was born in Leningrad. His father was the chief engineer of the Kharkov Aviation Plant , and Savchenkoβs childhood passed in Ukraine. Savchenko continued his higher education in Moscow - in 1989 he graduated from the Armament of Aircraft Department of the Moscow Aviation Institute with a degree in Automatic Systems and Drives. He is a candidate of technical sciences, later became a laureate of the State Prize for the introduction of a non-waste method of production of bearing rings [1] .
Back in school years, Oleg Savchenko was noticed by Kharkov handball coaches. By the last classes, he already played for the youth team of Ukraine. In the institute years, having moved to Moscow, he continued to play, now for the MAI team. He received the title of master of sports in handball. In the period from 1991 to 1992, played for one of the Spanish handball clubs from the city of Ceuta . His partners in the game, Alexander Moskalenko and Artyom Zuev, later became his business partners [1] [2] [3] .
Entrepreneurial career
With the return to Russia, Oleg Savchenko took up entrepreneurship. Having laid an apartment, he organized the supply of computers from Singapore . Then Savchenko began to supply drugs from Spain. In 1995, together with the inventor of the non-waste method of production of bearing rings, the scientist Gurami Dzanashvili established the Moscow scientific and information agency Podshipnik [2] .
Then, through his investment company Mate Oki, Savchenko began to participate in transactions for the purchase and sale of shares, including such industrial assets as Kuznetsk Ferroalloys , Domodedovo Airlines , Volgograd Khimprom and the local tractor plant [4] [5 ] ] [2] .
In 1997, Oleg Savchenko's company won a gold mining contest at the Maisky deposit in Chukotka . In 1998, the governor of the Chukotka Autonomous Region , Alexander Nazarov, invited Savchenko to head the Economic Development Fund of the Chukotka Autonomous Okrug , which was involved in providing the region with food and oil products. There, in Chukotka, Savchenko met with Roman Abramovich , who became the new governor. In 2003, by agreement with Abramovich, he lost his 70% in the deposit of the gold mining company Highland Gold to the former member of the board of directors of Sibneft Ivan Kulakov [4] [6] .
Along with projects in Chukotka, Oleg Savchenko collected a controlling stake in the Volzhsky Bearing Plant, and in 1999 he headed the board of directors of the enterprise. In 2000, the Russian Bearing Company holding company, which united several large enterprises, was created. It includes the scientific and technical enterprise Meta, operating on the basis of the Penza Bearing Plant, the Moscow and Volzhsky Bearing Plants, and the Podshipnik trading house in the city of Volzhsky . In the future, the holding was called the European Bearing Corporation . Later they were joined by the Samara, Saratov factories and the Stepnogorsk plant in Kazakhstan . About $ 150 million was spent on the purchase of enterprises, and about 75 million more on modernization. By 2008, YPC occupied 47-55% of the Russian bearing market [1] [4] . In early 2008, 50% of the corporation from Savchenko and his partner Alexander Moskalenko bought the structure of Roman Abramovich [6] .
By 2017, Oleg Savchenko and his partners Oleg Zhizhenko, Ivan Tyryshkin, Alexander Moskalenko gained control of 30% of the Russian market of registrars and owned two of the three largest registrars: in 2015, they bought the Russian Computershare from the Australians on an equal footing, returning it to its previous name "Independent Registrar Company", in December 2016 bought " R.O.S. T. βby Millhouse [7] [8] .
Public Service
In 2000, Oleg Savchenko participated in the election of the governor of the Volgograd region , won 28.47% of the vote and lost about 8% to Nikolai Maksyuta [1] [9] . After Chukotka, Savchenko worked as an adviser to the governor of the Nenets Autonomous Okrug Vladimir Butov and headed the Nenets pipeline consortium created on the initiative of the governor [2] .
In 2003, Savchenko, at the suggestion of the central office of United Russia , headed the Volgograd branch of the party and the local election list of the party in the elections to the State Duma of the fourth convocation . He was elected as part of the electoral association party "Unity" and "Fatherland" - United Russia [10] , was a member of the Duma Committee on Industry. The second attempt to be elected to the governors Savchenko made in December 2004, but before the second round, withdrew [2] .
In 2007, he was elected to the State Duma of the V convocation . He was a member of the State Duma committee on industry, construction and high technology [1] .
In 2011, he was elected to the State Duma of the VI convocation . He was a member of the "United Russia" faction. He participated in the State Duma Committee on Industry. In January 2015, together with deputy Alexander Sidyakin, he went to Antarctica , planning to climb the Vinson peak and hoist the Russian flag . Despite the extremely adverse weather conditions, the deputies set the Russian flag on the highest point of the continent [11] [12] .
In 2016, Savchenko resigned from βUnited Russiaβ, after the results of the primaries of βUnited Russiaβ was not included in the electoral lists for the elections to the State Duma of the VII convocation [13] [10] . In July, he was included in the electoral lists of the β Russian Party of Pensioners for Justice β (RPPS), but already at the end of the month at the extraordinary congress of the party, among several former deputies and governors, he was removed from the list [10] [14] .
Hobbies
Oleg Savchenko is interested in sports, extreme recreation and trekking in the mountains. He conquered the highest peaks of South America and Antarctica. In addition to handball, he was engaged in snowboarding and surfing [1] [8] [15] .

In December 2002, the largest European skatepark opened in Moscow. The investors were the European Bearing Corporation and the adrenaline chain of specialized stores, also owned by Savchenko [16] [5] .
Polemic
The period of the deputyβs activity is connected with the visit of Savchenko and Sidyakin to Antarctica in 2015. The claims to the deputies were related to the alleged violation of the law regarding commercial activities in Antarctica, the high cost of the trip (the sum was 3.5 million rubles per person) and the absence of deputies at the workplace during a difficult economic situation. Subsequently, information about the high cost of the trip was denied. [17] .
RSN made a request to the State Duma committee on parliamentary ethics. The request was later withdrawn. [18] .
