Russian Customs Academy

The Russian Customs Academy ( RTA ; full official name - “State Treasury Educational Institution of Higher Education“ Russian Customs Academy ”) is a Russian state higher education institution that trains professional personnel for customs authorities of Russia and the CIS countries . Included in the structure of the Federal Customs Service of the Russian Federation , which is the founder of the academy [1] . The first and only specialized university in Russia involved in the training and retraining of specialists in the field of customs [2] [3] [4] . Located in Lyubertsy , it has branches in St. Petersburg , Vladivostok and Rostov-on-Don .

History

On October 25, 1991, the State Customs Committee of the Russian Federation was established. For the training of professional personnel, on September 22, 1993, by Decree of the Council of Ministers No. 940, the Russian Customs Academy was established, which received the status of a federal state institution. The first academic year began on October 2, 1994, the Academy was headed by Doctor of Philosophy, Colonel General of the Customs Service Nikolai Blinov [4] [5] .

From 2006 to 2015, the head of the academy was Colonel-General of the Reserve Viktor Chechevatov , who had previously headed the Military Academy of the General Staff of the Armed Forces [5] .

On April 16, 2015, Doctor of Economics, Professor, Major General of the Customs Service Vladimir Mantusov was appointed to the post of head of the Russian Customs Academy [6] .

The structure of the Russian Customs Academy consists of three faculties (customs, economics and law), as well as three institutes (Institute for Distance Learning, Retraining and Further Training, Research Institute and Institute for Law Enforcement). The educational process is organized by 24 departments [7] .

There is a multi-level system of higher education in the PTA: undergraduate - 4 years, specialty - 5 years, master's program - 2 years, graduate school - 3-4 years (depending on the direction of study). Directions of undergraduate studies: “Economics”, “Management”, “Jurisprudence”; specialty: "Customs"; Master's degrees: "Jurisprudence", "Economics", "Management"; postgraduate studies - "Economics", "Jurisprudence", "Computer Science and Computer Engineering", "Political Sciences and Regional Studies", "Historical Sciences and Archeology" [8] .

Full time, part-time and part-time forms of training are implemented at the Russian Customs Academy [9] .

Branches

The Russian Customs Academy has three branches:

  • St. Petersburg branch named after V. B. Bobkov on Sofiyskaya street , 52, lit. A (formed by the order of the State Customs Committee of Russia of August 15, 1994 No. 415);
  • Vladivostok branch on Strelkova street 16v (formed by the order of the State Customs Committee of Russia dated December 21, 1994 No. 681);
  • Rostov branch on 20 Budennovsky prospect (formed by the order of the State Customs Committee of Russia dated June 30, 1995 No. 433).

Order of the Federal Customs Service of Russia dated November 21, 2006 No. 1194 “On the establishment of heraldic signs - emblems and approval of drawings, descriptions of emblems for structural divisions of the Federal Customs Service of Russia, regional customs administrations and their subordinate customs, customs directly subordinate to the Federal Customs Service of Russia and institutions under the jurisdiction FCS of Russia ”the emblem of the Russian Customs Academy was approved. It is a rectangular heraldic shield, the lower side of which is depicted as a brace; the shield is divided into two parts by a thin golden border. In the upper part, which makes up one third of the shield’s area, there is a golden torch and caduceus , located in a cross in a bright green field. At the bottom is a small emblem of the Russian Customs Academy. The shield is depicted against the golden eagle of the State Emblem of the Russian Federation. The shield is framed by silver laurel branches. The branches are interlaced with a bright green ribbon with a delicate golden border. On the ribbon passing under the shield, the full or abbreviated name of the Russian Customs Academy is depicted in golden letters [10] .

Uniforms

In accordance with Part 1 of Article 38 of the Federal Law of the Russian Federation dated December 29, 2012 No. 273-ФЗ “On Education in the Russian Federation” and Order of the Federal Customs Service of Russia dated August 6, 2013 No. 1459 “On the establishment of uniforms, rules for wearing them and insignia , the definition of the supply rate and the procedure for providing uniforms to students of the state treasury educational institution of higher education “Russian Customs Academy“ FCS of Russia ”for students of the Republic of Tatarstan established special uniforms [ 11] .
