Biography
The early years
Born April 16, 1967 in Saint-Denis on the Reunion, mother was engaged in trade, father is a teacher. In the family history, Erica Bareit left a trace of the descendants of slaves and immigrants from Europe, Africa and India. She graduated from the Lyceum in Saint-Denis, in 1986 received at the University of Reunion, where she studied law, a diploma of general university education ( DEUG ). She graduated from the Master's program at the University of Paris 1 Pantheon-Sorbonne , specializing in international law, studied student exchange in London for a year, and in 1992 received a diploma in law from Déunion University [1] .
Political career
Having shown political activity at the Lyceum, in 1992 she joined the Socialist Party , held various posts in its reunion branch, in 2014 she entered the Party’s National Secretariat, where she was responsible for the problems of the overseas territories of France. In 1992, she withstood the competition and was admitted to legal practice. Created the legal service of the regional council of Reunion and headed it from 1992 to 1998. From 1998 to 2004, she was responsible for social protection issues in the general council of Reunion. From 2004 to 2008, she was a member of the socialist faction of the general council, monitoring the work of deputies.
In 2008, she was elected to the Saint Denis Municipal Council and oversaw education, culture and sports. In July 2008, she became the first woman to head the North Communion Communal Community ( CINOR ), and in 2010 she was elected to the regional council. In 2012, elected to the French National Assembly from the 1st constituency of Reunion [2] .
On February 11, 2016, she was appointed Secretary of State for Equality in the second government of Manuel Waltz, and on March 12, 2016, refused the deputy mandate while working in the government.
Minister of Overseas Territories
On August 30, 2016, the Minister of Overseas Territories of France in the same government, Georges Pau-Langevin, unexpectedly resigned for everyone, and Erica Bareit received her portfolio [3] .
On December 6, 2016, after the resignation of Waltz, the Kaznev government was formed, in which Bareit retained her previous position [4] .
On March 25, 2017, the voted to declare a in Guiana on March 27, demanding that drastic measures be taken to resolve the problems of the overseas department in the areas of security, health, education and the economy. To resolve the conflict, an interdepartmental commission was created, which included Erica Bareit [5] .
On April 2, 2017, Bareit returned to Paris from Guiana, failing to reach an agreement (the government commission offered material assistance in the amount of 1.085 billion euros, but one of the unions (collectif Pou Lagwiyann dékolé) rejected this proposal, demanding an increase of 2.5 billion [ 6] .
On April 5, the government approved a 1.86 billion euro emergency investment program for overseas department infrastructure (including the construction of a courthouse in Cayenne and a prison in Saint Laurent du Maroni , as well as strengthening the police and gendarmerie ), and on April 21 , two days before the first round of the presidential election in France , an agreement was reached between the authorities and the protest leaders on the allocation of an additional 2.1 billion euros from the budget [7] .
On May 17, 2017, the government of Edouard Philippe was formed, in which Annick Girardin's portfolio of the Minister of Overseas Territories went to, and Bareit did not receive any appointment [8] .
Beyond Government
On June 18, 2017, she won the second round of parliamentary elections in her former constituency with a result of 65.83% (in the first round, her indicator was the best among socialists - 47.23%) [9] .
On July 8, 2017, the National Council of the Socialist Party, in connection with the resignation of the first secretary, Jean-Christophe Kambadelis, after the defeat of the socialists in the presidential and parliamentary elections, decided to establish a collective leadership of 28 people, including Eric Bareit [10] . However, the very next day, Bareit denied information about her participation in the collective leadership of the Socialist Party, calling it the result of a “technical error”, and announced her intention to focus on working as an official representative of the socialist faction of the “New Left” ( Nouvelle Gauche ) in the National Assembly, as well as in the Commission on Social Issues and in its constituency in Reunion [11] .
