Biography

In 1962 he graduated with a silver medal from Korovinskaya secondary school, in 1965 - from the Sumy Civil Engineering College with a degree in construction technician ("Industrial and Civil Engineering") [2] . February 23, 1964, during the training practice in the group of installers of the Frunze association, he received a serious injury leading to disability [3] .

Since August 1965, he worked in the Sumimbimbud Trust of the Sumprombud Plant of the Ministry of Industrial Construction of the Ukrainian SSR: as a carpenter at the Promstroy-1 construction department, and from October 1965, as a foreman at the department of Otdelstroy. From March 1966 to August 1971, he was a technical supervision engineer at the Capital Construction Department of the Sumy Regional Executive Committee [2] [4] . At the same time in 1971 he graduated from Kharkov University [1] , receiving the qualification of economist [2] [5] .

In 1971-1975 he continued to work in the Capital Construction Department of the Sumy Regional Executive Committee: head of the production and technical department, from April 1972 - head of the engineering and technical group [2] .

Since March 1975 - head of the capital construction department of the Sumy city executive committee [4] , in 1980-1989 - head of the capital construction department of the Sumy city executive committee [1] . He participated in the development of a master plan for the development of the city, according to which microdistricts were erected along Kharkivskaya , 9th and 10th microdistricts, Kharkivskaya and Kurskaya streets were expanded, new educational institutions and kindergartens were built, as well as a bridge across the river. From January 1989 to March 1992 - Chairman of the Executive Committee of the Sumy City Council of People's Deputies [1] , at the same time (January 1991 - March 1992) - Chairman of the Sumy City Council of People's Deputies. During this period, new water intakes were built in the city, new trolleybuses were purchased, the Sumbud project was implemented, gas supply was provided to the Vasilyevka and Baranovka districts; on his initiative, a decision was made to restore the monument to the famous sugar factory owner and philanthropist of the XIX century Ivan Kharitonenko , as well as expanded new microdistricts of the city, laid trolleybus lines on the street. Kharkov and Lushpa Avenue [4] . In August 1991, he condemned the putsch in Moscow and demanded the resignation of the chairman of the Sumy Regional Council, Vladimir Shevchenko [5] .

From March 23, 1992 to March 31, 1995 - the representative of the President of Ukraine in the Sumy region [1] [5] . In 1994-1995 and from 1998 to June 22, 1999 [5] - Chairman of the Sumy Regional Council of People’s Deputies [1] . From July 7, 1995 to May 8, 1998 - the first chairman of the Sumy Regional State Administration [1] [5] .

From 1996 to 2012 - rector of the Ukrainian Academy of Banking [1] [4] , created on his initiative [6] [7] . On his initiative, the Academy building was recreated in 1996. For a significant contribution to the creation, establishment and development of the Academy, he was awarded the title of Honorary Professor of the Academy [8] .

Member of the Sumy Regional Council (2006, 2010 [4] ). Head of the Sumy regional headquarters of the Our Ukraine bloc (2004), member of the NSNU (2004–2010), member of the Party of Regions (2011–2014) [2] .

Wife - Valentina Aleksandrovna Epifanova (b. 1946) - head of the biology cabinet of the Sumy Regional Institute for Advanced Teachers [2] ;
