Vladimir Ivanovich Ostapchenko (1923, Alexandria - December 2, 1996, Nikopol ) - Soviet state and party leader, 1st secretary of the Nikopol district committee of the Communist Party of the Dnipropetrovsk region. Hero of Socialist Labor (1977). A candidate member of the Central Committee of the Communist Party of Ukraine in 1976-1981. Member of the Central Committee of the Communist Party in 1981-1986.

Biography
Member of World War II, Guard Lieutenant. He graduated from a military school. He served as the T-34 tank commander, platoon commander of the 2nd tank battalion of the 42nd (153rd) Guards Tank Brigade of the 11th Guards Army of the Western, 3rd Belorussian Fronts.
Member of the CPSU (b) since October 1943.
After the war - at the Komsomol, Soviet and party work in the Dnipropetrovsk region.
In 1965-1987, he was the 1st Secretary of the Nikopol District Committee of the Communist Party of the Dnipropetrovsk Region.
Since 1987, retired in the city of Nikopol, Dnipropetrovsk region.
