High Speed Highway [1] (formerly East High Speed Diameter, East High Speed Radius, East Chord, East Radius) is a projected highway in St. Petersburg and the Leningrad Region . A six-lane railway system with a total length of 27.4 km will start from the WHSD and will pass inside the industrial belt of the southern planning zone along the northern half-ring until it adjoins the Ring Road to the north of the city of Kudrovo (Leningrad Region), then proceeds to the intersection with the Murmansk Highway ( Kola federal highway).

As of April 2017, the route of the highway was not approved, public hearings were held in St. Petersburg, at which, among other things, the passage of the ShMSD was discussed.
At the end of 2016, the alleged route was announced: the junction with the Western high-speed diameter at the Bronevaya railway station - the roundabout of the Okrug Railway - the interchange with Sofiyskaya Street - the interchange with Sedova Street - the interchange with the Oktyabrskaya Railway - the bridge across the Neva River in the Faience and Zolnoy alignment streets (along the Finland railway bridge - the interchange at the Ladoga station - the railway right of way - Krzhizhanovsky street - the interchange with the Ring Road [2] .
In March 2016, information was announced about the possible passage of the route in the tunnel and on the high flyover through the territory of the maximum security colony No. 7 [3] .
Construction Progress
History
March 6, 2017 - tenders were announced for the development of planning plans for two sections: from the junction with the Western High-Speed Diameter to the intersection with Vitebsky Prospekt , including the transport hub on Vitebsky Prospekt [4] , and from the transport hub at the intersection with Vitebsky Prospekt to the intersection with Soyuzny Prospekt [5] [6] .
In February and March 2017, public hearings were held in St. Petersburg regarding changes to the General Plan of St. Petersburg , according to which the route of the highway was changed: in particular, it was proposed to conduct a road near the Ladoga Station along Vaneev Street and Voroshilov Street . These changes caused dissatisfaction of the residents of the Ladoga Park residential complex, located near Voroshilov Street , as the highway in the new version will run next to the houses. Representatives of the city administration explained the need to change the route by the impossibility of driving the road through the territory of the strict regime colony No. 7. The Magistral asphalt concrete plant also interferes with the initial version [7] . Also, disagreement with the new route was expressed by residents of the Krasnogvardeisky district , they demanded to change the design of the route near residential buildings in the alignment of Khasanskaya Street [8] . In April 2017, at the final meeting of the General Plan of Changes Commission of St. Petersburg, an option was presented according to which the SHMSD would move to the left, far away from Voroshilov Street , go as close as possible to the railway, along which it would continue to Kommuna Street [9] .
According to the results of the competition, in the spring of 2017, the city determined the designer of the first two parts of the highway, which became Institute Stroyproekt JSC. Design has been underway since April 2017, the budgets of the first and second stages of the route have been approved: 32 million rubles each. [10]
On November 22, 2017, a competition for the design of the third stage was announced, while the results of public hearings were taken into account. [10]
At the end of 2018, the Leningrad Region approved the draft of the fourth and fifth stages of the ShMSD. The fourth passes through the territory of Zanevka village and the city of Kudrovo, the fifth - through the village at Myaglovo station and the village of Novosergievka. The 5-kilometer four-lane section of the sixth stage of the ShMSD will pass through the territory of the Zanevka village, the village of Yanino-1, as well as the village at the fifth kilometer railway station. In the future, this part of the road is planned to be connected to a new entrance to the city of Vsevolozhsk.
Plans
According to information for August 2019, the cost of the project is estimated at 160 billion rubles, it is planned to complete the design of all sections of the route in 2019, and construction in 2021 with completion until 2025 [10] .

Interesting Facts
This highway, apparently influenced by the name of the Western High-Speed Diameter, appears in media reports and in the speech of some officials under the name Eastern High-Speed Diameter, although it is a highway of a latitudinal rather than meridional direction. At the same time, the General Plan of St. Petersburg (and before that, the General Plan of Leningrad 1985-1987) provided for the true East speed diameter, which will start from the East speed radius and will pass along Soyuzniy Avenue , Energetikov Avenue and Rustaveli Street through several overpasses now under construction , including overpass from Energetikov Avenue to Rustaveli Street over the railway tracks of the Vsevolozhsk direction. This overpass, if built, will become one of the longest overpasses in St. Petersburg. The project for planning the territory with the northern part of this overpass was approved in 2016.
