Biography
Joachim was born in 1893 in the ulus of Konda, Irkutsk province . The family had a farm of 20 acres of sowing and 50 head of cattle, sometimes laborers were involved [1] .
Member of the CPSU (b) since 1920 [1] .
In 1923 he was the prosecutor of the Buryat-Mongol Autonomous Region of the RSFSR , in 1923-1924 - the prosecutor and People's Commissar of Justice of the Buryat-Mongol Autonomous Soviet Socialist Republic . In 1924, the People's Commissar of Trade and Industry of the Buryat-Mongol Autonomous Soviet Socialist Republic. In 1924-1927, the deputy chairman of the Council of People's Commissars of the Buryat-Mongolian Autonomous Soviet Socialist Republic and the chairman of the State Planning Commission under the Council of People's Commissars of the Buryat-Mongolian Autonomous Soviet Socialist Republic [2] [3] .
In 1927-1931 he was sent to study at the Stalin All-Union Industrial Academy , Moscow Institute of Non-Ferrous Metals and Gold [2] .
In 1931-1934, the chief engineer of the Kyshtym copper electrolyte plant . From July 1934 to June 14, 1937 he was the director of the Pyshminsky Copper Electrolyte Plant , and from December 1934 and the construction manager of the plant (plant, mine and concentration plant) [1] .
On August 27, 1936, the factory-wide closed party meeting was expelled from the CPSU (B.) For connection with Trotskyism, but on August 28, 1936, the Stalin Party District Committee did not consent to the expulsion and returned the documents to the factory party committee. However, a year later he was again charged with connection with the Trotskyist Sukiasova. On June 13, 1937, a warrant was issued to search Ilyin’s apartment, and on June 14, 1937 he was arrested. On January 21, 1938 he was sentenced "to imprisonment for 15 years, with the defeat of political rights for 5 years." All 11 specialists invited by Ilyin from the Kyshtym Copper Electrolyte Plant were repressed for communication with Ilyin - “the enemy of the people” [1] .
Ilyin was transferred to Norillag for the construction of the Norilsk Nickel Plant , where at first he worked at a logging site to prepare a site for the construction of the plant, then he became a shift foreman in the electrolysis department, after which he worked in the design bureau. In 1950-1955 he was the head of the design bureau in Norillag, while in the settlement. And only in 1955 he was released and in the same 1955 he visited Verkhnyaya Pyshma and the Pyshma copper electrolyte plant. A new director, N. M. Galyanov, was already making a tour of the plant [1] . Then Ilyin returned to Ulan-Ude to his son [4]
Ilyin died in 1970 and was buried in the Novodevichy cemetery [5] .
