Youth
Bernard Kouchner's father was a doctor, a French Jew, the son of immigrants from Latvia , who professed Judaism . Grandfather and grandmother of Bernard Kouchner on the part of his father died in Auschwitz . Bernard Kouchner's mother was a French Protestant [3] .
Career start
Kouchner began his political career as a member of the youth organization of the Communist Party of France , from which he was expelled in 1966. In 1968, he led the student strike at the Sorbonne School of Medicine.
He worked as a doctor of the Red Cross in Biafra in 1968. In 1971, he founded the Doctors Without Borders organization to help victims of armed conflicts. He was also a volunteer during the siege of a refugee camp in East Beirut during the Lebanese Civil War .
Kouchner came into conflict with the head of Doctors Without Borders Claude Malhura over the removal of refugees from Vietnam after the Democratic Republic of Vietnam defeated South Vietnam . In this regard, in 1980, Kushner left the organization “Doctors Without Borders” and founded his own organization “ Doctors of the World, ” chaired by him until 1982.
In 1987, Kouchner published the book Le Devoir d'Ingerence (Duty to Intervene), in which he argued that democracies are not only entitled, but also obliged, to protect human rights, to intervene in the affairs of foreign states, regardless of their sovereignty ( see article Humanitarian intervention ) [4] .
Membership in the European Parliament
Since 1988, he began his career in the government of socialists, although at that time he was not yet a member of the Socialist Party of France . Since 1994, Kouchner becomes a member of the European Parliament .
Government Career
From 1992 to 1993 he was Minister of Health of France in the office of Pierre Beregovua . From 1997 to 1999 and from 2001 to 2002, he was the Junior Minister of Health in the office of Lionel Jospin .
Immediately after winning the presidential election, Nicolas Sarkozy announced that he would offer the post of Foreign Minister to Bernard Kouchner. Kouchner agreed and received a post in the office of François Fillon ; was expelled from the Socialist Party. [5]
November 13, 2010, together with the entire composition of the French government, was dismissed. Francois Fillon did not enter the third cabinet.
Activities in Kosovo
On July 15, 1999, Kofi Annan appointed Kouchner as the first special representative and head of the UN Transitional Administration in Kosovo , where he facilitated the creation of a local civil administration. On January 21, 2001, Danish Social Democrat Hans Hekkerup replaced him as head of the UN Administration in Kosovo.
In 2009, Pierre Paen published the book “Peace According to K” ( Le Monde selon K ), in which he accused the minister of involvement in scams in Africa and described Kushner’s scandalous attitude towards Kosovo . The book provoked sharp answers from supporters of Kushner [6] .
Personal life
Kouchner is married to television journalist Christine Okrent. From this marriage, he has one son - Alexander. The first wife of the Foreign Minister was Evelina Pisier, a former activist, sister of the famous French actress Marie-France Pisier , from whom he has three children from a marriage: Julien, Camille and Antoine.
Euthanasia position
As Minister of Health, Bernard Kouchner publicly opposed the government’s position as a supporter of euthanasia . He admitted that when he worked as a doctor in South Vietnam and Lebanon, he himself killed people doomed to death. [7]
Participation in Ukraine Modernization Agency
On March 3, 2015, Bernard Kushner took part in the creation of the Agency for the Modernization of Ukraine [8] , and was also appointed curator of one of the reform areas, leading a team that will develop a plan for modernizing Ukraine’s healthcare [9] . 200 days after its founding, the Agency should present a clear comprehensive plan for the modernization of Ukraine and in September 2015 it will be proposed to the Verkhovna Rada of Ukraine and President of Ukraine Petro Poroshenko [10] [11] .
