529th Military Construction Administration

The 529th Military-Construction Directorate of the Ministry of Defense is a specialized military-construction formation of the USSR Ministry of Defense ( Ministry of Defense of the Russian Federation ), designed to guide the construction of defensive facilities and other industrial and civil structures.

Content

History

529 AU was created (formed) on May 26, 1960 in the village of Berezovsky, Ternovsky District, Saratov Region. The military unit was given the conventional name - military unit No. 14326. The department was headed by Colonel-Engineer G. D. Shevkunenko. In 1963, relocated to the Penza region [1] .

In turn, the unr commanded the military construction detachments (vso), they are also the military construction battalions, which could be subordinated to the unr to perform assigned tasks, in which military builders were called up for military service .

1997 Organizational Reform

In connection with the introduction of the new Civil Code of Russia in 1994-1996, which approved a unified system for naming legal entities , all military units received a new legal form - a unitary enterprise - for the possibility of further participation in the economic turnover.

So, 529 VSU was first transformed into the State Unitary Enterprise "529th Military-Construction Directorate of the Ministry of Defense of the Russian Federation" - a subsidiary of the State Unitary Enterprise "Volga-Ural Construction Directorate of the Ministry of Defense of the Russian Federation", and then it was transformed from the State Unitary Enterprise "VUSU Ministry of Defense of Russia" to the state unitary enterprise “529th Military-Construction Directorate of the Ministry of Defense of the Russian Federation” (State Unitary Enterprise “529 All-Russian Defense Ministry of the Russian Federation”).

Subsequently, in connection with the further division of unitary enterprises into municipal unitary enterprises, state unitary enterprises and federal state unitary enterprises, it was transformed into the federal state unitary enterprise 529 All-Russian Defense Ministry (FSUE 529 All-Russian Ministry of Defense).

Subordinate UNRs received the status of subsidiaries or branches of 529 VSU.

From the moment of state registration of the State Unitary Enterprise “529 All-Russian Defense Ministry of Russia” as a legal entity, the code name “Military Unit 14326” is no longer used in official business correspondence, but is used only for internal purposes of the military unit: for issuing orders on personnel related to military personnel military service and the like.

Rewards

In 1999, according to the results of the III All-Russian competition for the best construction organization, 529 VSU was awarded a special diploma “Leader of the Russian construction complex”.

Six management officers received orders. Among the awarded were Colonel S. N. Kopytovsky (chief of the military command and control unit), Colonel S. Yu. Nebukin (deputy chief of the military command and control unit), lieutenant colonel V.V. Petrov ( chief mechanic of the military command and control unit), colonel S.V. Liquidation (disbandment)

In 2003 - 2009, 529 public utilities were brought into bankruptcy with the aim of privatizing state property - construction equipment, real estate, and other tangible assets. Given the availability of production capabilities, it was deprived of orders from the Russian Ministry of Defense. The company has formed millions of debts to contractors, contractors , power engineers and others.

Power engineers disconnected military unit No. 14326, which is located near Kuznetsk, from power supply. A part owed to Kuznetsk power engineers was more than 900 thousand rubles. After the latter complained to the military about law enforcement, they partially paid the debt. The leadership of the unit does not allow specialists of the Kuznetsk "Energy Accounting" to the territory. On the eve of the shutdown, the power engineers again refused to meet. The “free” electricity in the unit was fed by a whole concrete factory, a workshop for the repair of construction equipment and a sawmill - along with medium-sized enterprises. The military themselves say that they are not able to pay their bills now, and they advise power engineers to go to court. Military unit No. 14326 is the only one in the Penza Region that still owes Penzaenergo. All other parts have long been paid to power engineers on time and in full. Last year, the Russian Ministry of Defense allocated 1 million 200 thousand rubles to this military unit. to pay for electricity, but the military did not have time to pay. [2]

The officers and civilian management personnel were not paid cash support (wages). At the same time, the command of the unit was implicated in high-profile corruption scandals [3] .

Based on the Decree of the President of the Russian Federation dated September 15, 2008 No. 1359 "On the Open Joint-Stock Company Oboronservis ", by order of the Minister of Defense of the Russian Federation No. 583 dated June 30, 2009, the Federal State Unitary Enterprise "529 All-Russian Defense Ministers of the Russian Federation" was transformed into " 529 All-Russian Military Forces OJSC " and The military unit No. 14326 is excluded from the list of active military units and institutions of the Ministry of Defense of Russia.

Total, 529 VSU as a military unit No. 14326 lasted 49 years.
