History
At his post, the mayor of the Bikes, who held the post in the second half of the 19th century, applied for the construction of a new almshouse . The almshouse that existed at that time was small in size, very cramped and located far from the city. The location of the new almshouse within the city would make it possible to better monitor what condition it is in, its contents, and could increase the flow of donations. On March 10, 1864, the plan and facade of the almshouse were approved, which were compiled by senior architect Savitsky. Baykovβs petition was approved by the Novorossiysk and Bessarabian Governor-General in June 1864. For the construction of the almshouse, a loan was allocated, the size of which amounted to 15 thousand rubles for 15 years, with an annual repayment of one thousand rubles. The Ministry of Finance gave the green light to the loan, also for the construction and creation of the necessary conditions donations of citizens made on a voluntary basis should have been used. To solve financial troubles, a separate committee was created, which included A. M. Baykov, A. S. Sukhovetchenko, I. M. Litvinov, T. P. Kuksa and others. It was decided to call the Almshouse Peter and Paul, part of the Novorossiysk and Bessarabian Governor-General Pavel Yevstafievich Kotseba, who in every way contributed to the development of the city of Rostov-on-Don and the construction of the almshouse. The decision was made on August 5, 1864. He also became the Chief Trustee of the Rostov Peter and Paul Almshouse. Her bookmark was completed on September 20, 1864 [1] . In the 1920s, the Peter and Paul Almshouse was destroyed [2] .
