Well-known specialist in tuberculosis. He lived in Yalta in his own house on Tserkovnaya Street (now Tolstoy Street). He treated the poet S. Ya. Nadson (1862–1887), who lived nearby on Basseynaya Street (where he died and was buried in St. Petersburg).

Shtangeev was a member of the City Duma, was a member of several commissions, was a member of the Crimean Mountain Club. He adhered to the views of the famous colleagues Dmitriev and Botkin about the healing climate of the South Coast . Named Shtangeev named part of the famous Botkin trail . Together with Dmitriev and Botkin he actively promoted the development of the South Coast as a tourist and medical resort, took part in the creation of the first anti-tuberculosis medical institutions in Yalta and its environs.

He is also known for writing an open letter stating that the fatal blow to Nadson’s nervous system was inflicted by an article by critic V.P. Burenin dated December 12, 1886: “... he fell into extraordinary irritation, was terribly worried, said:“ this it’s too vile, it’s impossible to leave it like that, “and I wanted to go straight to Petersburg. By the evening of the same day, the doctor found disturbing signs of a relapse of tuberculosis: "... hemoptysis and fever, which had not been there for several weeks." According to Shtangeev, exacerbation of the disease and death due to severe nervous shock had precedents in clinical practice. “I am sure that S. Y. Nadson, who died prematurely, despite the hopelessness of the disease, could have survived at least until spring or even autumn, if the above-mentioned feuilleton of Mr. Burenin had not been printed,” Stangeev concluded his examination.

Not much surviving his famous patient, Fedor Timofeevich died on February 28, 1900 and was buried in the former Massandra Cemetery .
