Biography
Navalikhin was born in 1911 in Novosibirsk . From 1936 to 1939 he studied at the Faculty of Architecture of the All-Russian Academy of Arts [1] .
Before the start of World War II, the architect works in Leningrad .
From 1947 to 1953 he worked as the chief architect of Kaliningrad. From 1955 to 1957, he was the head of the regional department for architecture. Receives the degree of candidate of architecture [2] .
From 1957 to 1961, Navalikhin taught in Chelyabinsk . Later he moved to Moscow , where he works in Giprogor . In 1989, he returned to Kaliningrad.

Buildings in collaboration with architects A. A. Ol and E. I. Kholmogorov:
- residential building in Leningrad on Suvorovsky Prospect, 5 (1935–1938)
- health resort of the All-Union Central Council of Trade Unions “Picket” in Kislovodsk (1937–1938) [2] .
In Kaliningrad, an architect:
- since 1947, he led the reconstruction and construction of Stalingrad Avenue (now Mira Avenue). Navalikhin himself was dissatisfied with the reconstruction, noting the poor quality of work and deviations from the scheme [3] .
- In 1947-1949 he developed the first general plan of the city, as well as a project for the reconstruction of the center [2] .
Views on the reconstruction of Kaliningrad
Belintseva Irina Viktorovna, candidate of art history, specialist in architecture of East Prussia, notes the ambiguous attitude of the chief architect of Kaliningrad to the German heritage of the city and cites the following two excerpts from Navalikhin’s dissertation: “the former German capitalist city cannot and should not be restored in its previous form "And" it should be considered appropriate to further preserve individual German monuments and related structures as historical monuments s ". Belintseva also notes that Navalikhin did a lot to preserve the architectural monuments of the city. The architect proposed to conduct new construction on the site of the disassembled quarters, taking into account the previously existing layout, elevations, directions of the red lines of the streets [4] .
