He studied at the Cheboksary Theological College, and later - at the Kazan Theological Academy (1882-1886). He taught at the Orenburg Theological Seminary. In 1889-1894 he worked as an inspector of public schools in the Torgai region , since 1894 - an adviser to the Torgai regional administration in Orenburg. For 10 years he was the editor of the Torgai newspaper.
In 1906-1923 he was engaged in educational work. Vasiliev studied the Kazakh language, the history of Russian education in Torgai. Vasiliev's articles about the Kazakh epic and folklore were published in the Torgay newspaper. Vasiliev is the author of Russian language textbooks for Kazakh schools.
