Biography
He was born on December 8, 1912 in a working-class family in the village of Girey. In 1932 he graduated from the Forestry Institute in Maikop, after which he worked as an agronomist at the May Day breeding and experimental station in the Krasnodar Territory. Then he worked as an agronomist in the Ipatov MTS of the Stavropol Territory. In 1943 he was appointed head of the planning and production part of the agricultural division of the Ministry of Internal Affairs of the Stavropol Territory, where he worked for 9 years. Then V.A. Popov from 1952 to 1954 worked as the deputy director of the state farm "Kommunar" of the Stavropol Territory. In March 1954, V.A. Popov arrives for the development of virgin lands in the North Kazakhstan region and works until 1955 as the chief agronomist of the Ishimsky state farm in the Timiryazevsky district. In 1955 he was appointed director of the state farm "Dokuchaevsky". From 1957, he was the chief agronomist of the Dzerzhinsky state farm, and from 1961 to January 1973 the chief agronomist of the Chistovsky state farm in the Bulayevsky district. In 1964 he joined the CPSU.
During the Eighth Five-Year Plan (1966-1970), he introduced advanced agronomic methods, as a result of which the Chistovsky state farm outweighed the plan. The gross grain harvest for the years of the five-year plan was 17.5 centners of grain per hectare. More than a million quintals of cereals were handed over to the state, which exceeded the plan twice. By decree of the Presidium of the Supreme Soviet of the USSR "On awarding the title of Hero of Socialist Labor to the best agricultural workers of the Kazakh SSR" dated April 8, 1971, he was awarded the title of Hero of Socialist Labor for outstanding achievements in the development of agricultural production and the fulfillment of the five-year plan for selling agricultural and livestock products to the state Lenin and the gold medal " Hammer and Sickle " [1] .
