Biography

He came from the hereditary noblemen of the Chernigov province , in 1888, introduced, along with his offspring, in the 3rd part of the noble genealogy of the Kiev province [1] . The son of the teacher of the Kiev 1st gymnasium, later the director of the schools of the Chernigov province Yakov Pavlovich Rostovtsev .

He graduated from the Chernigov gymnasium (1847) and the historical and philological faculty of the University of St. Vladimir with a candidate degree (1851). For the composition of “Exponantur cognitiones, quibus opus sit uti fabulas Terentii lecturis” he was awarded a gold medal.

After graduation, he began his post as a correctional assistant for the position of a junior teacher of Latin at the 1st Kiev Gymnasium . In 1853, he was appointed senior teacher of the Latin language in the same gymnasium, which he held until 1865. Moreover, in 1852-1859 he was a teacher of the Russian language at the Kiev Institute of Noble Maidens, and for excellent and diligent service in this position was awarded a gift from Empress Maria Alexandrovna - a ring with a diamond. In 1853, he was elected a member of the interim commission for the analysis of ancient acts under the Kiev, Podolsk and Volyn governor-general. In 1859 he was sent abroad with a scientific purpose for a year and a half. Upon returning from abroad in 1861 he was elected the head of the candidate teachers for practical classes in the Latin language. In 1862, he was approved as an inspector of the 1st Kiev Gymnasium and remained in it until 1865 [2] . At this time, he was repeatedly sent to the province of the South-Western Territory for the device and inspection of public schools .

In 1865 he was appointed director of the schools of the Volyn province, and the following year - the head of the Zhytomyr Gymnasium. He was granted 299 acres of land in the Volyn province.

In 1868-1879 he was a district inspector of the Kiev school district . In 1874 he was promoted to acting state councilor . In 1879, he was appointed assistant trustee of the Kiev school district. In 1887 he was sent to St. Petersburg to participate, as a member of the Ministry of Education , in the development of new rules for the management of primary schools in those provinces of European Russia where zemstvo institutions were not introduced. In 1889, he was chairman of the historical-philological testing commission at Kazan University .

During his service in Kiev, he was an active member and chairman of the Kiev branch of the Society of Classical Philology and Pedagogy . From the moment of foundation in 1875 he was elected a fellow chairman, and the following year - chairman of the department, in which position he remained until 1890. Heading the department, he managed to attract not only teachers, but also students to his work. At the suggestion of Rostovtsev, the scholarship of N.I. Pirogov was established at the department, at the interest of which valuable books were purchased as a reward to students of gymnasiums for essays in classical antiquity. In different years, future professors V. A. Sheffer , M. I. Rostovtsev and K. F. Radchenko were awarded with such awards. Another direction in the activities of the Kiev branch was the publication of the works of members of society. So, under the editorship of Rostovtsev, a Russian translation of the work of Frantisek Velishsky “Genesis of the Greeks and Romans” (Prague, 1878) was prepared, published at the expense of its author. Another enterprise was the publication of the Greek-Russian Dictionary of Benseler (Kiev, 1881), which was attended by A.O. Pospishil , L. M. Studenetsky and T. V. Tikhomirov. At the request of the trustee of the Kiev school district S.P. Golubtsov , the Ministry of Education allocated 3000 rubles to cover the costs of publishing this dictionary. In 1884–1887, the department published three volumes of the “Collection of Articles on Classical Antiquity”, which were recommended to high schools as a useful reading for high school students. Also, on the initiative of Rostovtsev, P. Willems’s capital work, Roman State Law, published in two volumes in 1888-1890, was translated by members of the department. Finally, in 1890, Ivan Yakovlevich was elected an honorary member of the Kiev branch of the Society of Classical Philology and Pedagogy. In addition, he was a member of the Council of the Kiev Slavic Charity Society and was awarded the Montenegrin Order of Prince Daniel I of the 1st degree for services rendered in the field of school education of the Slavs.

Since January 31, 1890, he served as the trustee of the Orenburg educational district . Produced on January 1, 1892 as Privy Councilors , January 1, 1904 - as Actual Privy Councilors . Dismissed from service March 19, 1904, according to the petition, with a uniform. In Orenburg, he realized his idea of ​​translating the Roman history of Titus Livius into Russian: the translation, as before in Kiev, was made with the participation of teachers from various gymnasiums of the school district, and then published under the editorship of P. A. Adrianov in Moscow - “Roman History from the founding of the city ”(M., 1892-1899).

In the Orenburg province, Rostovtsev had 1478 acres of acquired land and on September 12, 1909 was elected a member of the State Council from the Congress of Landowners of the Orenburg Province. On November 7 of the same year , following a complaint from ND Kudryavtsev , the State Council canceled the election of Rostovtsev. In 1905-1917, he was an honorary member of the Orenburg Provincial Statistical Committee and chairman of the Orenburg Society for the Promotion of the Physical Development of Children [3] .

He died on April 27, 1917 in Orenburg [4] .

Family

He was married to Maria Ivanovna Monakhova, had six sons and two daughters [5] , among which:

  • Boris (b. 1864) graduated from Kiev 1st gymnasium (1882) and Moscow University (1886), served in the customs department [6] .
  • Dmitry (b. 1867) graduated from the Department of History and Philology of St. Petersburg University. During the Civil War, he lived in Odessa, in 1919 he left for the Rostovtsev cottages in Georgia. In the 1920s he received money transfers from his younger brother Mikhail, in 1927 he was arrested. The further fate is unknown. [7]
  • Mikhail (1870-1952), a famous historian of antiquity, professor at St. Petersburg and Yale universities.
  • Fedor (1878-1933), major general, member of the White movement, in exile in France.
  • Pavel (b. 1880), graduated from the University of St. Vladimir (1903), fellow prosecutor of the Orenburg District Court, college assessor [8] [9] .
