Biography
He graduated from the Agronomy Department of the Samara Agricultural Institute (1931). From 1931 to 1936 - senior agronomist of the Ozernaya MTS. From 1936 to 1939 he was a senior agronomist, from 1939 to 1945 he was a chief agronomist, from 1945 to 1958 he was a deputy head of the Kustanai regional agricultural administration. In 1958 he was appointed director of the Karabalyk agricultural experimental station.
Under his leadership, the experimental station developed new varieties of durum wheat “Kustanayskaya-14”, soft spring wheat “Zhana-Kyzyl”. Introduced in the early 60s in the Kustanai region wheat variety “Saratovskaya-29”, the cultivation area of which in 1994 reached 2 million hectares. He studied the agrochemical composition of the soil. Thanks to his work throughout Kazakhstan, the method of continuous chemicalization of the soil began to be used, as a result of which the wheat crop significantly increased. Thanks to the activities of Vladimir Savostin, the Karabalyk experimental station was awarded the Order of the Red Banner of Labor in 1967.
By a decree of the Presidium of the Supreme Soviet of the USSR “On conferring the title of Hero of Socialist Labor to the Leaders of Agriculture of the Kazakh SSR” of April 8, 1971, he was awarded the title of Hero of Socialist Labor with the award of the Order for outstanding achievements in the development of agricultural production and the implementation of the five-year plan for the sale of agricultural and livestock products to the state Lenin and the Gold Medal " Hammer and Sickle ."
In 1963 and 1971 he was elected as a deputy of the Supreme Council of the Kazakh SSR.
He headed the experimental station until 1973. He died on July 2, 1991. Buried in g. Kostanay.
